About this opportunity
The USDA Natural Resources Conservation Service (NRCS) Tucson Plant Materials Center seeks acquisition and installation of a replacement desiccant dehumidifier system for a walk-in seed cooler, with quotations due September 16 at 2:00 p.m. Mountain Time. This procurement is a 100 percent small business set-aside (NAICS 238220).
Place of performance is Tucson, Arizona. The existing walk-in cooler measures 18 feet wide by 26 feet long by 8 feet tall and must maintain stable conditions of 35°F and relative humidity between 25–40 percent. The new desiccant dehumidifier unit must meet or exceed specifications of a Munters HC-150 with minimum 150 cfm air-flow capacity and operate continuously in Arizona's extreme climate conditions (20°F to 160°F). If placed in the current attic space, the unit's main desiccant component cannot exceed 30 inches in length, 25 inches in width, 25 inches in height, and 80 pounds in weight; vendors may propose alternative installation configurations. Scope includes complete removal of the existing Ebac Industrial Model DD400 unit and associated ductwork; provision of mounting brackets, air vents, insulation, electrical parts, and a new humidistat with calibration; and four portable hygrometers. The contractor must complete a minimum 10 business day acceptance test demonstrating operational suitability before government acceptance, then achieve 99 percent availability over six months with mean time to repair less than 48 hours.
Performance period is 60 calendar days from notice to proceed, with work beginning within 10 calendar days of award during NRCS business hours (7:00 a.m. to 3:30 p.m., Monday–Friday, excluding federal holidays). No overtime labor is permitted. Estimated project value is less than $35,000 on a lump-sum, firm-fixed-price basis with FOB destination. Award will consider price (fair and reasonable), technical qualifications, and past performance. Davis-Bacon wage rates apply (Wage Determination AZ20260040, Pima County). Buy American construction materials requirements and OSHA safety standards apply. Contact Bobby Copenny II, Contract Specialist, at bobby.copenny@usda.gov or 817-509-3503.
