About this opportunity

The USDA Forest Service is seeking contractors for an HVAC replacement project at the Pringle Falls Experimental Forest in Deschutes National Forest. The project involves two distinct building upgrades: replacing an oil furnace with an electric furnace and heat pump in a 1,716 square foot historic Administration Building, and installing a mini-split system in a 420 square foot cabin. The Administration Building requires HVAC systems to operate from April to October and maintain minimal environmental conditions during winter months, while the cabin serves Forest Service personnel and visiting scientists. Interested parties are required to submit their information via email to Loren Mein (loren.mein@usda.gov) by June 13, 2025, at 3:00 PM Pacific Time. The agency will use these responses to determine the acquisition strategy and gauge market interest in the project.

The opportunity is designated as a total small business set-aside, targeting NAICS category 238220 for Plumbing, Heating, and Air-Conditioning Contractors. The project is scheduled to commence on July 15, 2025, with work focused on two historic structures within the experimental forest. While specific budget details are not provided, the scope involves precise HVAC system replacements that require careful handling of historic building infrastructure. The project timeline indicates a relatively short window for completion, with the buildings being utilized seasonally by Forest Service personnel and scientific researchers. Contractors responding to this Request for Interest should be prepared to demonstrate expertise in historic building HVAC installations and the ability to work within the unique environmental constraints of an experimental forest setting.

The USDA Forest Service submits this RFI to gauge interest on the following work that shall take place on the Deschutes Nation Forest within the Pringle Falls Experimental Forest. The work consists of HVAC replacement and mini-split installation on two separate historic buildings. See below for additional details:

1. Administration Building – Removing the existing oil furnace and replacing it with an Electric Furnace and Heat Pump installation.   Square feet of flooring are as follows: 1st floor (1416 sf), 2nd floor (300 sf), for a total of 1716 sf. The Administration Building is a Historic structure.  The Administration Building at the Pringle Falls Experimental Forest is utilized annually April – October (heating/cooling) and November – March the building is in a non-occupied mode with required HVAC to preserve building and prevent water line freezing.

2. Pringle Falls Experimental Forest Cabin – Removing existing base board heaters and associated parts and installing a Mini-Split system. The Square foot area the Mini-Split system will be providing heat and air conditioning to is approximately 420 square feet.  The Cabin Building at the Pringle Falls Experimental Forest is utilized about six months by Forest Service personal and visiting Scientists.

The estimated project start date is 07/15/2025.  The RFI invites responses from interested parties to email your information to Loren Mein at (loren.mein@usda.gov) no later than June 13, 2025 1500 PT.
