About this opportunity
The Department of Agriculture Forest Service's Pacific Northwest Region is procuring cultural resource inventory, documentation, and technical reporting services for the Flat Top Fire Reforestation Project in the Deschutes National Forest. The contractor will conduct archaeological surveys within the 2024 Flat Top Fire burned area to comply with Section 106 of the National Historic Preservation Act, using survey transects spaced no greater than 20 meters apart and documenting any cultural resources discovered. The selected contractor must meet Secretary of Interior's Professional Qualification Standards and provide comprehensive documentation including site forms, location maps, photographs, and a final technical report. Proposals will be evaluated based on technical approach, past performance, and price. Quotes are due by 4:30 PM Pacific Time on June 18, 2025, with the final report due by November 30, 2025.
This procurement is designated as a total small business set-aside under NAICS code 115310 (Forestry Services) with a small business size standard of $11.5 million. The project covers approximately 6,500 acres within a total project area of 9,463 acres, with the core survey area encompassing approximately 4,000 acres and up to 2,500 additional optional acres available for award. The work will be performed in Lake County, Oregon, approximately 25 miles southeast of La Pine and 13 miles north of Fort Rock, within the Bend-Fort Rock Ranger District. The survey area includes portions of Sugar Pine Ridge and segments of Forest Service Roads 18 and 22, with approximately 45 previously recorded cultural resources in the vicinity. The contract performance period runs from June 30, 2025, to September 30, 2025, though contractors should be prepared for potential access challenges due to post-fire hazards including downed trees and fire-weakened overhead hazards.

The Deschutes National Forest (DNF) seeks a cultural resource contractor to complete inventory, cultural resource documentation, and a technical report in compliance with Section 106 of the National Historic Preservation Act for the Flat Top Fire Reforestation Project.
In Fall 2024, the Flat Top Fire burned a significant portion of the southeast corner of the Bend-Fort Rock Ranger District of the Deschutes National Forest. At this time, the district is considering potential reforestation projects within the fire perimeter in alignment with Forest Service direction. Located approximately 25 miles southeast of La Pine, Oregon and approximately 13 miles north of Fort Rock, Oregon in Lake County (T23S R13E & R14E; T24S R13E & R14E), the project area includes portions of Sugar Pine Ridge and segments of Forest Service (FS) Roads 18 and 22 (Figure 1). Several ephemeral streams cross the survey area, but no permanent water features are present. Apart from the main roads noted above, several other FS system roads of varying conditions crisscross the project area providing access to survey areas.
All survey areas are located within the 2024 Flat Top Fire burned area. Post-fire hazards, including overhead hazards from fire weakened trees, are common. There is also a high potential for blocked road access from downed trees.
