DESCRIPTION OF REQUIREMENT AND PROJECT AREA LOCATION

The Deschutes National Forest (DNF) seeks a cultural resource contractor to complete inventory, cultural resource documentation, and a technical report in compliance with Section 106 of the National Historic Preservation Act for the Flat Top Fire Reforestation Project.

In Fall 2024, the Flat Top Fire burned a significant portion of the southeast corner of the Bend- Fort Rock Ranger District of the Deschutes National Forest. At this time, the district is considering potential reforestation projects within the fire perimeter in alignment with Forest Service direction. Located approximately 25 miles southeast of La Pine, Oregon and approximately 13 miles north of Fort Rock, Oregon in Lake County (T23S R13E & R14E;

T24S R13E & R14E), the project area includes portions of Sugar Pine Ridge and segments of Forest Service (FS) Roads 18 and 22 (Figure 1). Several ephemeral streams cross the survey area, but no permanent water features are present. Apart from the main roads noted above, several other FS system roads of varying conditions crisscross the project area providing access to survey areas.

All survey areas are located within the 2024 Flat Top Fire burned area. Post-fire hazards, including overhead hazards from fire weakened trees, are common. There is also a high potential for blocked road access from downed trees.

ARCHAEOLOGICAL SURVEY METHODOLOGY

Areas in need of survey will be identified for this project by the Bend-Fort Rock Ranger District (BFR) based on proposed treatment units and areas of high probability for cultural resources.

Resources that may be encountered include both pre-contact (lithic scatters, habitation sites, etc.)

and historic (refuse scatters, railroad logging grades/camps, homesteads, etc.). Approximately 4,000 acres would be surveyed within identified areas as a mandatory item under this contract with up to an additional 2,500 acres available as optional items. These areas will be surveyed using transects spaced no greater than 20 meters depending on terrain and visibility factors.

Survey methods, the cultural resource report, and site and isolated find documentation must meet Oregon State Historic Preservation Office (SHPO) standards, available at:

https://www.oregon.gov/oprd/OH/Documents/Reporting_Guidelines.pdf https://www.oregon.gov/oprd/OH/Documents/FieldGuidelines.pdf

Work must be completed by archaeologists meeting the Secretary of Interior’s Professional Qualification Standards, available at: https://www.nps.gov/articles/sec-standards-prof-quals.htm.

Please include curriculum vitae for the Principal Investigator and all crew members in the Quote.

PROJECT REQUIREMENTS

Pre-field Work https://www.oregon.gov/oprd/OH/Documents/Reporting_Guidelines.pdf https://www.oregon.gov/oprd/OH/Documents/FieldGuidelines.pdf https://www.nps.gov/articles/sec-standards-prof-quals.htm

• The Forest Service will identify locations to be inventoried within the project boundary.

Survey acreage will be approximately 4,000 with up to an additional 2,500 as optional items (Figure 1).

• The contractor must complete pre-field research that includes historical background research, a search of GLO records/historic maps, and a review of the Oregon Archaeological Remote Records database maintained by the Oregon SHPO. The contractor must coordinate with the District Archaeologist to conduct a review of cultural resource records on file at the BFR District office.

• A pre-field meeting will be held virtual with the BFR archaeologists prior to beginning fieldwork. An external collaboration folder will be established by BFR for sharing cultural resource documentation, site form templates, and reference materials.

• LiDAR imagery for the survey areas will also be provided by BFR to the contractor for review at the pre-work meeting.

• Based on this pre-field review, survey areas may be adjusted in consultation with BFR to adequately survey any additional areas determined to be high probability not previously identified. However, net acres requiring survey under this contract would not change.

Field Methods

• Survey transects must be spaced at intervals ≤ 20 meters.

• No sub-surface testing or artifact collection will be permitted.

• Previously recorded cultural resources in the Flat Top Fire Reforestation Project area will be revisited as directed by BFR archaeologists. Site revisits will include an intensive 5- 10 meter transect survey of the site area to establish surface boundaries. Updated spatial data must be collected and a Deschutes National Forest Monitoring Form (Attachment 1) must be completed for each previously recorded cultural resource revisited. If the existing site form does not meet modern professional standards, new documentation utilizing the Forest Service National Site Form (Attachment 2) must be completed in lieu of a monitoring form.

• All newly discovered sites will be completely documented, including portions outside the APE if on federal land, using the Forest Service National Site form (Attachment 2). As of July 1, 2023, the Oregon SHPO defines an archaeological site as 2 or more artifacts or 1 or more features. An isolated find is defined as a single artifact.

• The Forest Service will issue the contractor site numbers to be used in documentation.

Site form must be fully completed. Site forms must include:

o Site overview photographs and photographs that demonstrate the artifact assemblage are required. Photographs are required for all features, artifact concentrations, pre-contact tools, and diagnostic historic items. Detailed photographs must include a scale. Aspect must be noted for overview photos.

o Location map at 1:24,000 scale.

o Site sketch map to scale. Artifact concentrations, features, all pre-contact tools, and diagnostic historic artifacts must be plotted on the sketch map.

o A recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate a site, the site will remain Unevaluated. Eligibility recommendations based on all four criteria for historic sites are expected.

o Document must be in Microsoft Word format.

• All newly discovered sites containing 2 to 9 artifacts and no features will be documented using the Deschutes National Forest Limited Complexity Cultural Resource Form (Attachment 3). Forms must include:

o An overview photograph and detailed photographs (as appropriate).

o Location map at 1:24,000 scale is required with detail maps (as appropriate).

o A recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate a resource, the site will remain Unevaluated. Eligibility recommendations based on all four criteria for historic sites are expected.

o Document must be in Microsoft Word format.

• Isolated finds (defined as a single artifact) must be documented on a Forest Service

Isolated Find Form (Attachment 4). Forms must include:

o An overview photograph and detailed photographs (as appropriate).

o Location map at 1:24,000 scale is required with detail maps (as appropriate).

o Determination if sub-surface testing is needed to confirm isolate status based on landform characteristics and nature of the resource. If sub-surface testing is required, resource will remain Unevaluated.

o A recommendation of NRHP eligibility under all four criteria or an explanation why an assessment cannot be made. If testing is needed to evaluate a resource, the site will remain Unevaluated. Eligibility recommendations based on all four criteria for historic sites are expected.

o Document must be in Microsoft Word format.

• All railroad grade features will be recorded under one, existing site number as a continuous linear resource.

o Potential grade locations have been identified and are included in the approximate survey acreage. However, additional sections of grade must be recorded if observed outside of these identified corridors within the project areas.

o Grades will be recorded as sections within the larger system based on logical physiological breaks and the current use-status of the grade (system road, non-system road, non-road). Each section will be given a unique identifier and will be represented on the site form map.

o Details per section will include length, max width, max height, construction methods (berm, cut/fill, surface), the presence of defining features (ties, spikes, significant berms, other architectural elements), and overall condition.

o Each section will be evaluated as either Contributing or Non-Contributing to the overall railroad grade system under all four criteria.

• Historic resources and associated artifacts will be recorded using the U.S. Customary Measurement System (feet/inches). References for measuring milk cans and other common artifact types will be provided by BFR at the pre-work meeting with the expectation that they are included in all pertinent forms.

• Sites and isolated finds must be documented using a GPS with an accuracy of less than 5-meters. Please specify the type of GPS unit that will be used for data collection in the Quote. The contractor must submit GIS data for relocated previously recorded sites, newly recorded sites, isolated finds, and the boundary of survey areas. Site and survey boundaries must be polygons; isolated finds may be point data.

• All compass readings will use the current established magnetic declination for the Lat/Long of the intersection of FS Roads 22 & 2240 (43.5713110° N 121.1318649° W).

On December 13, 2024, the declination is 14.00°, according to the following internet link http://www.ngdc.noaa.gov/geomag-web/. The declination used will be noted on all site and isolate records and where indicated on the Photo Log form.

Post-Field Work

• Status check-ins via email are required at the end of each field session indicating amount and location of survey completed (with accompanying map), number of sites noted, and any pertinent issues, questions, or comments from the completed session.

• Within 5 days of completion of the first 1,000 acres of survey, the contractor must submit a summary of the field work to the District Archaeologist. The fieldwork summary must include at a minimum:

o The number and type of sites documented.

o The field assessment of their eligibility.

o A description of any required survey areas which could not be inventoried and why.

o A description of the landscape condition and any issues that may have affected cultural resource identification.

o Any issues or concerns observed in the field to be addressed prior to completing the remaining survey.

• Within 10 days of completion of the remaining survey, the contractor must submit a summary of the field work to the District Archaeologist. The fieldwork summary must include at a minimum:

o The total number and type of sites documented (including those in the first 1,000 acres).

o The field assessment of their eligibility.

o A description of any required survey areas which could not be inventoried and why.

http://www.ngdc.noaa.gov/geomag-web/ o A description of the landscape condition and any issues that may have affected cultural resource identification.

SUPERINTENDENCE BY THE CONTRACTOR

At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the work a competent representative superintendent who has authority, in writing, to act for the Contractor.

NOXIOUS WEED CONTROL

(1) In order to prevent the potential spread of noxious weeds onto National Forest lands, the Contractor shall be required to furnish the Forest Service with proof of weed-free equipment.

(2) Noxious weeds are defined as any exotic plant species established or that may be introduced in the State, which may render the land unfit for agriculture, forestry, livestock, wildlife, or other beneficial uses and which is designated by the Oregon Department of Agriculture or the Deschutes, Crook, Wheeler, or Grant County Weed Board or by other appropriate agencies having jurisdiction.

(3) All equipment and vehicles to be used at the job site shall be cleaned and certified free of noxious weeds and their seeds prior to entrance onto the National Forest. Cleaning shall occur off Federal lands.

DESIGNATION OF CONTRACTING OFFICER'S REPRESENTATIVE

(1) The Contracting Officer designates the Contracting Officer's Representative (COR). The COR is responsible for administering the performance of work under this contract. (2) The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion times stated in the contract. (This does not apply to individual task assignments which were issued by the COR provided they do not affect the delivery schedule or performance period stated in the contract).

(3) On all matters that pertain to the contract terms the Contractor must communicate with the Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment or necessitate submittal of a contract claim.

Other parties, in connection with the logging of tributary National Forest timber, may use roads constructed by Contractor hereunder when such use will not materially interfere with Contractor’s Operations. Such third-party use shall be contingent upon the third party paying a fair share of maintenance cost commensurate with such commercial use. Unless otherwise provided, Forest Service shall authorize other uses of roads constructed by Contractor hereunder only if:

(a) Forest Service makes appropriate arrangements to relieve Contractor of related maintenance costs commensurate with such other uses and

(b) Such other uses will not materially interfere with Contractor’s Operations.

Where Contractor reconstructs a road having established use, the use during reconstruction and thereafter by Contractor shall be such as to reasonably accommodate such established use.

Contractor shall have the right to use such reconstructed road without material additional interference from other users.

INCIDENTAL PAYMENT ITEMS

The intent of the contract is to provide for the complete performance of the project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract.
