About this file
This document is an Amendment (Amendment 002) to a federal solicitation for cultural resource survey services for the Deschutes National Forest. The amendment provides detailed responses to four key contractor questions regarding the 2025 Post Fire Heritage Surveys Call Order. Specifically, the document clarifies details about the project area, which spans approximately 9,463 total acres, with approximately 6,500 acres included in the contract for survey. The survey will cover both high and low probability areas with 20-meter survey transects, and involves documenting cultural resources in the Flat Top Fire burned area near La Pine, Oregon.
The amendment addresses contractor inquiries about site density (approximately 45 previously recorded cultural resources), potential time extensions, access challenges (such as downed trees), and survey area composition. The contract maintains a November 30, 2025 performance period, with optional acres subject to government award. The solicitation is set aside for small businesses, uses NAICS code 115310 (Forestry Services), and involves cultural resource inventory, documentation, and technical reporting in compliance with the National Historic Preservation Act for potential reforestation projects in the fire-impacted area.

Deschutes National Forest BFR Ranger District, 2025 Post Fire Heritage Surveys Call Order
1. This amendment provides answers to the questions received by the Contracting Officer so all interested parties are advised. The questions and answers are as follows:
Q1. Is there an estimated number of sites to be encountered? Given that the exact locations have yet to be determined, do you have an estimate of that? And, in that area, do you have an estimated number of sites per acre?
A1. There are an approximately 45 previously recorded cultural resources total within both the mandatory and optional units. This is based on approximately 5,000 acres of previously survey within the project area (of varying quality).
However, during a recent roadside survey within the same area, we recorded 25 resources within 565 acres of survey.
This higher density is in part due to proximity to travel ways but also increased visibility post-fire.
Q2. If the optional areas are added on top of the main 4000 acres or if there ends up being significantly more sites than expected, is there the possibility of a time extension or is Nov. 30, 2025 the final date for delivery regardless of options or discoveries?
A2. The optional acres are the Government’s option to award, as stated in FAR Clause 52.217-7 Option for Increased Quantity-Separately Priced Line Item (Mar 1989) and FAR Provision 52.217-5 Evaluation of Options. (July 1990).
Please quote as if there is a possibility of all optional items being awarded with a period of performance of November
30, 2025.
Q3. Also, if access to an area is blocked by downed trees or if a new fire or other “Act of God” occurs, will a time extension be provided?
A3. Down trees are probable in the project area, the contractor shall be allowed to cut open forest roads for access. Acts of God are discussed in FAR Clause 52.212-4 paragraph (f) Excusable delays and this clause is included in the solicitation by reference. Full text is available at https://www.acquisition.gov/browse/index/far.
Q4. Finally, will the 4000 acres be only high probability area or will it be the entire project area and some of it will be low probability? If there is low probability area in the 4000 acres, how much of it will need to be surveyed?
A4. The full project area is approximately 9,463 acres of which approximately 6,500 acres is included in the contract for survey (see solicitation). The proposed survey acreage includes both high and low probability areas in accordance with our Forest Inventory Plan. All areas, regardless of probability, shall require no greater than 20 m survey transects.
By signature in Block 15B Contractor releases the Government from all claims relating to this modification. This settlement is complete accord and satisfaction. Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
