About this opportunity
The Defense Health Agency seeks pharmaceutical pricing quotations for six newly approved drugs—Furoscix ReadyFlow (diuretics), Gwyn Lo (contraceptive agents), Jideytro (lung cancer), Omlyclo (atopy), RizaFilm (migraine agents), and Zenbexus (multiple myeloma)—for potential placement on the Department of War Uniform Formulary, with quotations due September 24, 2026 and a pre-quotation teleconference on September 9, 2026.
This is an RFQ (HT9402-26-Q-9403) issued under 10 U.S.C. 1074g and 32 CFR Section 199.21 to support the Pharmacy and Therapeutics Committee meeting November 4–5, 2026. No set-aside applies. Manufacturers may quote under two procurement vehicles: Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy, or Uniform Formulary Additional Discount Program (UF ADP) agreements for TRICARE retail network pharmacies. NAICS 325412, Pharmaceutical Preparation Manufacturing; PSC 6505, Drugs and Biologicals.
Quotations must include pricing per National Drug Code and package size across formulary categories (Uniform Formulary, Basic Core Formulary, Extended Core Formulary, and Non-Formulary). BPA quotes require price per unit of measure held valid for 180 days, effective no later than 14 days after signing. ADP quotes require refund percentages based on Non-Federal Average Manufacturing Price (non-FAMP) or Wholesale Acquisition Cost (WAC) discount methodologies. All quoted prices must equal or undercut Federal Supply Schedule, Big 4, and Joint Negotiation Committee pricing. Companies must be registered in SAM with active registration maintained through contract performance. Manufacturers must submit Quote Review Checklists and fully executed signature pages. All pharmaceutical agents must be Trade Agreement Act compliant and work with the Department of War Prime Vendor Program and Accredo for mail-order distribution. The P&T Committee will evaluate relative clinical and cost effectiveness and may designate tier placement (Tier 1 through Tier 4/Not Covered), recommend preferential status, or exclude agents entirely from TRICARE pharmacy benefits.
Notice text
The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
