About this opportunity

The Defense Health Agency, procuring on behalf of the Department of War, seeks quotations for pharmaceutical agents for inclusion in the Uniform Formulary and the Uniform Formulary Additional Discount Program serving the Military Health System, with responses due August 27, 2026. This is not a set-aside procurement.

The RFQ covers four newly approved drugs scheduled for P&T Committee review in November 2026: Awiqli Flextouch (basal insulin), Cavhanza (BCR-ABL Tyrosine Kinase Inhibitor for leukemia and lymphoma), Lipfendra (PCSK-9 antilipidemic), and Trutakna (miscellaneous nephrology agent). Place of performance is San Antonio, Texas 78230.

Manufacturers must hold an active Federal Supply Schedule contract or interim agreement for quoted agents and be registered in SAM.gov. The RFQ requires submission of both Uniform Formulary Blanket Purchase Agreement (UF BPA) pricing and Uniform Formulary Additional Discount Program (UF ADP) pricing. UF BPA submissions must provide NDC-11 prices for military treatment facility and mail order pharmacy channels, with prices equal to or lower than FSS, Big 4, and JNC prices; prices must remain valid for 180 days and maintain uniform unit pricing across all package sizes within each dispensing venue. UF ADP submissions for TRICARE retail must provide refund percentages based on non-Federal Average Manufacturing Price (Non-FAMP) and honor Federal Ceiling Prices as required by 10 U.S.C. 1074g(f), or alternatively provide Wholesale Acquisition Cost discount percentages where applicable.

All submissions must include completed Appendix 1 (Manufacturer Quote Submission Checklist), signed Appendix 2 or 3 (UF BPA or UF ADP agreement), and an Excel NDC Price List. A pre-quotation teleconference is scheduled for August 12, 2026. Clinical responses are due by the deadline stated in the RFQ Part 2.3.2. The P&T Committee will evaluate agents based on relative clinical effectiveness and cost effectiveness. NAICS code 325412; PSC 6505.

Notice text

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
