About this opportunity

The Defense Health Agency seeks pharmaceutical pricing quotations for Uniform Formulary Blanket Purchase Agreements and Uniform Formulary Additional Discount Program agreements covering two drug classes under review at the November 4–5, 2026 P&T Committee meeting, with quotes due October 1, 2026 at 12:00 PM CST.

The two drug classes under review are Atopy—Topical Agents (Anzupgo, Eucrisa, Opzelura, Vtama, Zoryve) and Lung Cancer—METEX14 (Tabrecta, Tepmetko). Place of performance is San Antonio, Texas 78230. The procurement is unrestricted; no set-aside applies.

Manufacturers must be registered in SAM and maintain active registration throughout contract performance. Quotations cover two agreement types: UF BPA pricing applied to Military Treatment Facilities and TRICARE Mail Order Pharmacy, and UF ADP refund quotes for TRICARE retail network pharmacies. Manufacturers must quote pricing for all National Drug Code (NDC-11) packages unless exclusions are approved in writing by the DHA Contracting Officer at least 14 days prior to quote due date. Price per unit of measure must be identical across all package sizes within a dispensing venue, and all prices must include applicable Federal Supply Schedule Industrial Funding Fees. UF BPA prices are valid for 180 days and must be held for at least one calendar year following BPA execution. BPA prices may increase no more frequently than biannually after two years, limited to the Big 4 price or Producer Price Index increase. UF ADP refunds are submitted as percentages of Non-Federal Average Manufacturing Price and remain static during the agreement. Evaluation will consider clinical effectiveness and relative cost effectiveness, with the P&T Committee recommending cost-share tier classifications and formulary placement. The government reserves the right to reject specific NDC-11 formulations and terminate BPAs if FSS or Big 4 prices become lower than quoted UF BPA prices. A pre-quotation teleconference is scheduled August 12, 2026. NAICS 325412; PSC 6505.

Notice text

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
