About this opportunity

The Defense Health Agency seeks quotations for pharmaceutical agents for placement on the Department of War Uniform Formulary, with quotes due July 27, 2026 at 12:00 PM CST for a Pharmacy and Therapeutics Committee meeting August 5–6, 2026. This is not a set-aside procurement.

Place of performance is San Antonio, Texas. The RFQ (HT9402-26-Q-9304) covers nine newly approved drugs across therapeutic classes: Atoncy (ADHD non-stimulants), Baxfendy (diuretics), Duloxetine (antidepressants and non-opioid pain agents), Filkri (white blood cell stimulants), Hepcludex (Hepatitis D agent), Lynavoy (gastrointestinal-2 agents), Veppanu (breast cancer agents), Xocova (FDA-approved COVID therapeutics), and Xtoro (quinolone antibiotics). Filkri and Lynavoy are ADP-eligible only due to non-Trade Agreement Act compliance, foreclosing Blanket Purchase Agreement submissions for those agents.

Manufacturers must be registered in SAM.gov and comply with Trade Agreement Act requirements. Prices must be equal to or lower than FSS, Big 4, and JNC prices. Manufacturers submit two potential agreement types: Uniform Formulary Blanket Purchase Agreements (for Military Treatment Facilities and TRICARE Mail Order Pharmacy) or Uniform Formulary Additional Discount Program agreements (for TRICARE retail network refunds). Manufacturers must submit NDC price lists in Excel format with unit prices and package prices for all available dosages and package sizes, Quote Review Checklists, and fully executed signature pages. Price quotes are valid for 180 days. For BPAs, companies must maintain FSS contracts and work with the DOW Prime Vendor Program; prices remain constant for one year with provision for PPI-based increases after two years. For ADPs, refund percentages remain static for agreement duration, with quarterly invoicing and payment due 70 days from utilization data release. Evaluation focuses on relative clinical effectiveness and relative cost effectiveness under 32 CFR 199.21. A pre-quotation teleconference is scheduled July 15, 2026. Amendment 0001 (July 16, 2026) updated Appendix A1 pricing for Lynavoy to allow BPA submissions.

Update #2 · Latest ·

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
