About this opportunity

The Defense Health Agency seeks quotations for pharmaceutical agents within four newly approved drug classes for placement on the Department of War Uniform Formulary, with responses due June 29, 2026 at 12:00 PM CST. The four drug classes under review at the August 5–6, 2026 Pharmacy and Therapeutics Committee meeting are Bysanti (atypical antipsychotic agents), Idvynso (antiretroviral combinations), Nereus (antiemetic-antivertigo agents), and Zolymbus (prostaglandin glaucoma agents). No set-aside applies.

Place of performance is San Antonio, Texas 78230. Manufacturers must hold active Federal Supply Schedule contracts for quoted agents and maintain current SAM.gov registration. Quoted prices must equal or fall below FSS, Big 4, and JNC benchmark prices. Manufacturers must work with the DoW Prime Vendor Program and agree to open limited distribution channels to Accredo for mail order.

The RFQ solicits pricing under two distinct instruments: Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy, and Uniform Formulary Additional Discount Program Agreements (UF ADP) for TRICARE retail network pharmacies. BPA pricing applies to all NDC-11 packages unless specifically excluded in writing by the DHA Contracting Officer, with per-unit pricing uniform across all package sizes within each dispensing venue. ADP refund quotes are submitted as percentages of Non-Federal Average Manufacturing Price and must honor Federal Ceiling Prices. Quoted refund percentages and discounts remain static throughout the agreement term. Either party may terminate agreements with 120 days written notice. The government imposes no obligation to purchase. A pre-quotation teleconference is scheduled for June 10, 2026. Responses to clinical questions are due June 29, 2026 via email to designated RFQ points of contact. The NAICS code is 325412, Pharmaceutical Preparation Manufacturing; PSC is 6505, Drugs and Biologicals.

Notice text

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.

P&T COMMITTEE MEETING: The following August 2026 newly approved drugs will be reviewed:

a. Bysanti - Antipsychotic Agents - Atypical
b. Idvynso - Antiretrovirals - Combinations
c.

The RFQ, including UF BPA and UF ADP appendices are attached here in. The instructions, important deadlines, and points of contact are in document, RFQ HT9402-26-Q-9303.

Pre-quotation teleconference is on June 10, 2026. Details are stated in Part 2.4. Pre-Quotation Teleconference. Responses to the clinical questions in Part 3.4 shall be submitted via e-mail to the RFQ POCs in Part 2.3.1., no later than the date stated in Part 2.3.2.
