About this opportunity

The Defense Health Agency seeks manufacturer quotations for pharmaceutical agents in two drug classes—ADHD Agents (Stimulants) and Oncological Agents (BRAF-MEK Inhibitors)—for potential placement on the Department of War Uniform Formulary (UF) and the Uniform Formulary Additional Discount Program (UF ADP), with quotations due June 29, 2026 at 12:00 PM CST.

No set-aside applies. Place of performance is San Antonio, Texas 78230. A pre-quotation teleconference is scheduled for May 13, 2026 at 1:00 PM CST. The P&T Committee will review these drug classes on August 5–6, 2026 and determine formulary placement, including potential preferential tier status, exclusion, or step-therapy with grandfathering provisions for current patients.

Manufacturers must be registered in SAM and maintain an active Federal Supply Schedule contract. Quoted prices must comply with Trade Agreement Act requirements and be equal to or lower than the company's FSS, Big 4, and Joint National Contract prices. For UF BPA quotations covering Military Treatment Facilities and TRICARE Mail Order Pharmacy, manufacturers submit per-unit pricing consistent across all package sizes (30s, 100s, 1000s), valid for 180 days and guaranteed for at least one calendar year following BPA execution. For UF ADP quotations covering TRICARE retail network refunds, manufacturers submit refund percentages based on the most recent annual Non-Federal Average Manufacturer Price, with refunds calculated quarterly based on utilization.

Quotations must include the Manufacturer Quote Submission Checklist, completed BPA agreement and/or ADP agreement, and an NDC Price List in Excel format. Both instruments carry no government obligation to purchase and are contingent upon drug placement on the UF at the formulary tier or better. The NAICS code is 325412 (Pharmaceutical Preparation Manufacturing), and the PSC code is 6505 (Drugs and Biologicals). The Contracting Officer's office is located at 7800 IH 10 West, Suite 400, San Antonio, TX 78230.

Notice text

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
