About this opportunity

The Defense Health Agency, on behalf of the Department of War, is soliciting price quotes for pharmaceutical agents across ten newly approved drug classes for potential inclusion on the Department of War Uniform Formulary (UF). The solicitation seeks Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy channels, as well as Uniform Formulary Additional Discount Program (UF ADP) agreements for TRICARE retail network pharmacies. Pharmaceutical manufacturers must submit quotes by April 27, 2026, at 12:00 PM CST for ten newly approved drugs spanning therapeutic categories including ADHD stimulants, skeletal muscle relaxants, targeted immunomodulatory biologics, endocrine agents, weight loss agents, metabolic agents, antilipidemics, and growth stimulating agents. Evaluation will consider both clinical effectiveness and relative cost effectiveness per 32 CFR 199.21, with the Pharmacy and Therapeutics Committee meeting scheduled for May 6-7, 2026, to review and recommend tier placements. A mandatory pre-quotation teleconference is scheduled for April 15, 2026, and manufacturers must hold all price quotes valid for 180 days following submission.

This solicitation (RFQ HT9402-26-Q-9203) involves no set-aside designations and carries no incumbent contractors or guaranteed purchase obligation from the government. Award values and specific purchase quantities are not predetermined, as the Department of War will only purchase pharmaceutical agents according to their inclusion on the UF, assigned cost-share tier classification, and Basic Core Formulary or Extended Core Formulary status as determined by the P&T Committee. Manufacturers must submit pricing using one of three methodologies: BPA pricing with per-unit costs, ADP non-FAMP discount pricing based on Federal Ceiling Price calculations, or ADP WAC discount pricing based on Wholesale Acquisition Cost. All pricing submissions must include fully executed Quote Review Checklists, signature pages, and NDC Price Lists with unit prices and package prices for all available formulations. The place of performance is San Antonio, Texas 78230, with manufacturers required to work with the Department of War Prime Vendor Program and coordinate limited distribution channels through Accredo for TRICARE mail order fulfillment.

Notice text

The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
