About this opportunity
The Defense Health Agency seeks pharmaceutical pricing quotations for twelve newly approved drug classes for potential placement on the Department of War Uniform Formulary supporting the Military Health System, with quotes due October 26 at 12:00 PM CST and a Pharmacy and Therapeutics Committee meeting scheduled for November 4–5. This is not a set-aside procurement.
Place of performance is San Antonio, Texas. Manufacturers must be registered in SAM and hold an active Federal Supply Schedule contract or Interim Agreement for quoted pharmaceuticals. Quotations may be submitted under Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy, Uniform Formulary Additional Discount Program (UF ADP) for TRICARE retail network pharmacies, or both. Drug classes under review include atopic topical agents, pegfilgrastims, non-BTKI chronic lymphocytic leukemia agents, antiretroviral combinations, antifungals, estrogen receptor antagonists, basal insulins, targeted immunomodulatory biologics, hematological agents, antibiotics, RAS inhibitor oncologicals, and narcotic antagonists alcohol deterrents.
UF BPA quotes must be held valid for 180 days and include all NDCs on the FSS contract unless institutional or hospital unit dose packaged NDCs are excluded in advance. UF BPA pricing must not exceed Federal Supply Schedule, Big 4, or Joint National Contract prices. Pricing per unit of measure must be uniform across all package sizes within a dispensing venue. ADP quotations may use either non-FAMP discount calculations with Federal Ceiling Price methodology or Wholesale Acquisition Cost discount percentages. Step therapy with grandfathering provisions may apply; prior authorization may be required.
Evaluation criteria are relative clinical effectiveness and relative cost effectiveness per 32 CFR 199.21. The P&T Committee may designate agents for Tier 1 (generic), Tier 2 (brand formulary), Tier 3, or Tier 4 / Not Covered status, or recommend complete exclusion from TRICARE pharmacy benefits. Manufacturers must submit the Manufacturer Quote Submission Checklist, signed UF BPA and/or UF ADP agreements, NDC price lists, and fully executed signature pages. Trade Agreements Act compliance is required. A pre-quotation teleconference is scheduled for October 14. NAICS 325412, Pharmaceutical Preparation Manufacturing; PSC 6505, Drugs and Biologicals.
Notice text
The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
