About this opportunity
The Department of State, Bureau of Medical Services, Directorate of Operations, Readiness, Security is conducting market research to identify potential contractors for future multi-mission aviation support services. The procurement seeks to sustain the Department's transoceanic aviation support capability for biocontainment and non-biocontainment medical evacuations, as well as other short-notice operational requirements utilizing on-demand aviation medium business jets with high configurability. Potential contractors must demonstrate resources, capabilities, and experience in delivering aviation support services meeting the Department's mission requirements. The market research event will evaluate industry interest and capabilities through presentations of core and support contract requirements, with discussion of innovative solutions, available technologies, and contractor capabilities. The Industry Best Practice Conference is scheduled for December 8, 2025, at 10:00 AM in Chantilly, Virginia, with a registration deadline of December 1, 2025, and follow-on one-on-one sessions occurring December 8-10, 2025.
This Pre-Solicitation Notice indicates no set-aside designation has been applied to the future procurement. The notice does not identify current contractors, incumbent providers, or specific award values and budget ranges for the anticipated contract. Government-Furnished Equipment will be available for inspection at the conference venue to allow interested contractors to evaluate the assets they would support. The one-on-one discussion sessions are limited to one hour per company and require prior registration with the Government. While specific numerical details regarding contract value, service duration, and quantity metrics are not disclosed in this market research notice, they will likely be clarified during the Industry Best Practice Conference and subsequent formal solicitation.
Notice text
The Department of State (DoS), Bureau of Medical Services (MED), Directorate of Operations, Readiness, Security (ORS) is hosting an Industry Best Practice Conference to conduct market research and seek industry input as it prepares to solicit sources for future aviation support to solve problems and execute missions.
MED/ORS aviation program maintains the Department’s only standing transoceanic aviation support capability for biocontainment medical evacuations, but also supports non-biocontainment medical evacuations, and other short-notice requirements as necessitated by the Department. This is accomplished with on-demand aviation medium business jets which are highly configurable.
This market research event will be a way for MED Aviation to gauge interest and identify potential business sources with the resources, capabilities, and experience to successfully deliver requisite services to sustain the Department’s aviation mission. Industry should be prepared to discuss innovative solutions to problems, available technologies, and capabilities. The Department staff will present a MED Aviation overview briefing, describe functional core and support contract requirements, and offer opportunities for one-on-one sessions with the Government. The government will also provide Government-Furnished Equipment (GFE) on-site for inspection and review. The conference will be held on December 8, 2025, at 10:00am, in Chantilly, Virginia with follow-on one-on-one discussions. The exact location and agenda will be provided to the registered participants through email.
Following the overview presentations and the open discussion forum on December 8, 2025, the Government will host one-on-one sessions with interested companies from 1:00 PM – 5:00 PM on December 8, 2025, and between 8:00 AM – 5:00 PM on December 9, 2025, with December 10, 2025, as an overflow day, if needed. These sessions will require prior registration with the Government and will be limited to a maximum of 1 hour each.
