This is an unrestricted, full-and-open competitive solicitation under solicitation 70RTAC26R00000004, issued by DHS Information Technology Acquisition Center, with administrative oversight and primary performance at CSP facilities. The contract encompasses Infrastructure as a Service, Platform as a Service, Software as a Service, professional services, marketplace solutions, and training services supporting DHS's over 600 cloud-hosted systems including mission-critical, safety-critical, and life-critical applications.
The IDIQ carries a $568 million cumulative ceiling across all awards, with a one-year base ordering period and four optional one-year extensions (60 months total). Minimum guaranteed award is $2,500 per base period. Base-year spending is estimated at $50.3 million; option periods at $75.5 million, $100.7 million, $125.9 million, and $151.0 million respectively. Place of performance is established at the task order level, primarily at CSP facilities.
Mandatory technical requirements include minimum $250 million annual IaaS revenue and 100,000 virtual machines in production, FedRAMP Low/Moderate/High authorization, 99.9% service availability with geographic redundancy and automatic failover, ability to scale to 4,000 virtual instances within 10 minutes, and comprehensive monitoring, encryption, identity and access management with multi-factor authentication. CSPs must maintain strict metadata controls prohibiting unauthorized use of Government data for AI/ML training or third-party sharing, provide monthly usage reports in FinOps FOCUS format, and offer 15 annual training seats. Task orders will be firm fixed price or firm fixed unit price with consumption-based or subscription-based billing.
Evaluation prioritizes technical capability, relevant past performance on comparable projects within three years (maximum two projects per CSP entity), and price reasonableness, in descending order of importance. Small business subcontracting goals are 36.5% small business, 5.0% women-owned, 5.0% small disadvantaged, 5.0% service-disabled veteran-owned, and 3.0% HUBZone. Amendment 0002, effective September 10, 2026, updated the proposal deadline from September 11 to September 14 and provided industry Q&A responses and revised Statement of Work. Separate single-award tracks are anticipated for Amazon Web Services, Google Cloud, Microsoft Azure, and Oracle Cloud Infrastructure, plus a multi-award on/off-ramp vehicle. The NAICS code is 518210; PSC is DH10. Contact gregory.blaszko@hq.dhs.gov.
