About this file

This is a pricing template and discount model attachment for the Department of Homeland Security's Department-Wide Cloud Services (Cumulus) multiple award IDIQ solicitation (70RTAC26R00000004). The document establishes the evaluation framework for Cloud Service Provider (CSP) pricing proposals across five service categories: XaaS Cloud Services, Marketplace Services, Enterprise Support, Enterprise Training, and CSP-Specific Professional Services. Vendors must submit proposed catalog discounts for each service line, with a total evaluated price across all categories of approximately $578.9 million when including base and option periods plus FAR 52.217-8 considerations.

The pricing model is structured around estimated service build-up across a base ordering period and four optional ordering periods, with estimated total spending of $50.3 million (base), $75.5 million (Option 1), $100.7 million (Option 2), $125.9 million (Option 3), and $151.0 million (Option 4). The proposed catalog discounts apply uniformly to all CSP catalog services and in-scope marketplace solutions across all locations covered by the solicitation. Service categories are limited to those specified in the Statement of Work sections referenced (SOW Sections 5.2, 5.2.7, 5.3, 5.4.1, 5.4.2, and 5.4.4). The template is designed for evaluation purposes only, with vendors restricted from adjusting estimated quantities or service descriptions; actual usage may vary from projections based on historical data and anticipated program needs at the time of solicitation.
