About this opportunity

The Defense Health Agency (DHA) is soliciting quotes from pharmaceutical manufacturers for potential inclusion in the Department of Defense (DoD) Uniform Formulary (UF) through Blanket Purchase Agreements (UF BPA) and Additional Discount Program (UF ADP) agreements. The solicitation covers newly approved pharmaceutical agents across multiple therapeutic classes, including antihemophilic factors, oncological agents, diuretics, targeted immunomodulatory biologics, antidepressants, and Alzheimer's agents. The Pharmacy and Therapeutics (P&T) Committee will evaluate these agents based on their clinical effectiveness, cost-effectiveness, and potential placement in formulary tiers. Manufacturers must submit detailed pricing information, including National Drug Code (NDC) price lists, by April 24, 2025, with a pre-quotation teleconference scheduled for April 2, 2025. The evaluation will consider factors such as clinical effectiveness, place in therapy, and potential formulary placement (generic, formulary, or non-formulary).

The solicitation does not have a specific set-aside designation and covers pharmaceutical agents for the Military Health System's integrated pharmacy benefits program. The procurement will potentially award contracts for up to 10 newly approved drugs across various therapeutic categories, including specific agents like Alhemo, Gomekli, Inzirqo, Otulfi, Pyzchiva, Raldesy, Romvimza, Ustekinumab-ttwe, Xromi, and Zunveyl. The place of performance is located in San Antonio, TX 78230. Manufacturers must have an existing Federal Supply Schedule (FSS) contract and agree to specific pricing and refund terms. The P&T Committee meeting to review these pharmaceutical agents is scheduled for May 7-8, 2025, with the potential to recommend preferential status, cost-sharing adjustments, or exclusion from the TRICARE pharmacy benefit program.

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry.
