About this opportunity
The Defense Health Agency is seeking pharmaceutical manufacturers to submit quotes for its Uniform Formulary (UF) program, specifically for two drug classes to be reviewed at the May 2025 Pharmacy and Therapeutics Committee meeting: Breast Cancer Agents (Cyclin Dependent Kinase Inhibitors) and Targeted Immunomodulatory Biologics. The solicitation requires manufacturers to provide detailed pricing through Blanket Purchase Agreements (BPA) for Military Treatment Facilities and Mail Order Pharmacy, as well as Additional Discount Program (ADP) quotes for retail pharmacy network refunds. Manufacturers must submit pricing for specific National Drug Codes (NDCs) by March 20, 2025, at 12:00 PM CST, with quotes remaining valid for 180 days. The evaluation will focus on clinical effectiveness, cost-effectiveness, and pricing relative to Federal Supply Schedule rates. A pre-quote teleconference is scheduled for February 4, 2025, with clinical question responses due as specified in the Request for Quotation (RFQ HT9402-25-Q-9201).
The solicitation is not set aside for any specific business category and applies to pharmaceutical manufacturers across the industry. While specific award values are not explicitly stated, the opportunity covers multiple drugs including Ibrance, Kisqali, Verzenio, Actemra, Enspryng, Arcalyst, Kevzara, Kineret, Orencia, and Tyenne. The place of performance is identified as San Antonio, TX 78230, with the contract potentially covering multiple military treatment facilities, mail order, and retail pharmacies nationwide. The procurement is governed by 10 U.S.C. 1074g and 32 CFR Section 199.21, which mandate an integrated pharmacy benefits program for the Military Health System. The agreement will continue until the drug class is reevaluated or terminated, with manufacturers required to submit pricing that is equal to or lower than existing Federal Supply Schedule prices.

Update #2 · Latest ·
The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS} which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21} describe the process by which the DoD Pharmacy and Therapeutics (P& T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF} and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF}, Extended Core Formulary (ECF), or nonformulary (NF). Prior to the scheduled P& T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA} and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision.
