About this opportunity

The Defense Health Agency (DHA), on behalf of the Department of Defense, is soliciting quotes for pharmaceutical agents within two therapeutic drug classes for potential inclusion on the DoD Uniform Formulary (UF): Antihemophilic Agents (Non-Factor Agents) and Leukemia and Lymphoma agents (BCR-ABL Tyrosine Kinase Inhibitors). Manufacturers must submit two types of quotes by April 2, 2026 at 12:00 PM CST: Uniform Formulary Blanket Purchase Agreements (UF BPA) for Military Treatment Facilities and TRICARE Mail Order Pharmacy pricing, and Uniform Formulary Additional Discount Program (UF ADP) quotes for TRICARE retail network pharmacy refunds. Key requirements include verification that quoted prices do not exceed existing Federal Supply Schedule (FSS) contract prices or Big 4 prices, submission of original signed quotes with NDC Price Lists and a Manufacturer Quote Submission Checklist, and agreement to work with the DoD Prime Vendor Program and Accredo mail order distribution. The DoD Pharmacy and Therapeutics Committee will evaluate submissions based on relative clinical effectiveness and relative cost effectiveness when making formulary tier recommendations (generic Tier 1, brand Tier 2, or non-formulary Tier 3). Important deadlines include a pre-quotation teleconference on February 11, 2026 at 1:00 PM CST and the P&T Committee meeting scheduled for May 6-7, 2026.

This solicitation contains no set-aside designations and does not identify any current incumbents or contract values. The procurement covers two drug classes with documented utilization data for calendar year 2025: Antihemophilic Agents with 3,403 units dispensed (1,644 thirty-day equivalents), and Leukemia and Lymphoma agents with 959,863 units dispensed (19,313 thirty-day equivalents) across Military Treatment Facilities, mail order, and retail pharmacy venues. BPA pricing quotes are valid for 180 days and may not exceed FSS or Big 4 pricing, with price increases permitted after two years based on the Producer Price Index with advance written notice, while ADP refund quotes must be submitted as percentages of the Non-Federal Average Manufacturer Price with quarterly utilization data and payment due 70 days from data release. Either party may terminate agreements with 120 days notice. The place of performance is San Antonio, Texas 78230, and all quote submissions should be directed to dha.san-antonio-tx.acquisprocure.mbx.pharmacysupport@health.mil.

Update #2 · Latest ·

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision.
