About this opportunity
The Defense Health Agency is soliciting quotes from pharmaceutical manufacturers for Uniform Formulary Blanket Purchase Agreements and Uniform Formulary Additional Discount Program Agreements covering specific insulin and metabolic dysfunction drug classes. The procurement includes rapid-acting insulin agents (U-100 and U-200 formulations), injectable diabetic agents, and injectable weight loss agents, with specific products including various insulins like Humalog and Novolog, as well as diabetes medications like Ozempic and Mounjaro, and weight loss drugs like Wegovy and Saxenda. Manufacturers must submit pricing quotes that demonstrate clinical effectiveness and cost-effectiveness for potential inclusion in the DoD Uniform Formulary, which serves the Military Health System's pharmacy benefits program. The evaluation will be conducted by the DoD Pharmacy and Therapeutics Committee, which will assess relative clinical and cost effectiveness to determine formulary placement and cost-sharing classifications ranging from generic to non-formulary status. Critical dates include a pre-quotation teleconference on July 30, 2025, quotes due September 22, 2025, and the P&T Committee meeting scheduled for November 5-6, 2025.
This solicitation does not utilize any set-aside designations and is open to all qualifying pharmaceutical manufacturers. No specific incumbent contractors or current service providers are identified in the documentation, as this appears to be part of the DoD's ongoing formulary review process that evaluates multiple manufacturers' products simultaneously. The solicitation does not specify award values or budget ranges, as pricing will be determined through the competitive quote process and formulary decisions made by the P&T Committee. The procurement covers multiple drug classes with various formulations and dosage forms, including autoinjectors, pens, syringes, cartridges, and vials, with manufacturers required to provide equivalent cost-per-unit pricing across all available forms. Performance will primarily involve supplying pharmaceuticals to Military Treatment Facilities, Mail Order pharmacy operations, and TRICARE Retail locations serving military personnel and their families throughout the Military Health System network.
Notice text
The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision.
