About this opportunity

The Defense Health Agency is seeking pharmaceutical manufacturers to submit quotes for the Uniform Formulary (UF) Blanket Purchase Agreement and Additional Discount Program for two specific drug classes: Atopy (IL-13, IL-31) and Diuretics (Mineralocorticoid Receptor Antagonists). This solicitation is part of the Department of Defense's legal requirement to establish an integrated pharmacy benefits program for the Military Health System, with the Pharmacy and Therapeutics (P&T) Committee reviewing clinical and cost-effectiveness of pharmaceutical agents. The evaluation will focus on determining placement of drugs in formulary tiers, including generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or nonformulary categories. Key dates include a pre-quote teleconference on May 6, 2025, with clinical question responses due prior to that date, and final quotes due by June 26, 2025. Manufacturers must submit comprehensive pricing quotes and refund percentages for medications such as Adbry, Dupixent, Ebglyss, Nemluvio, and Kerendia.

The solicitation does not indicate a specific set-aside designation and covers pharmaceutical agents for potential inclusion in the TRICARE pharmacy benefit program. While no specific award value is stated, the contract will cover pricing and refunds for TRICARE retail network pharmacies and military treatment facilities. The place of performance is located in San Antonio, Texas, with the geographic scope extending to multiple military treatment facilities nationwide. The contract will potentially cover prescription dispensing across various service locations and channels, including mail order, military treatment facilities, and retail pharmacies. The August 2025 P&T Committee meeting will review prescription data from the previous year, tracking medication quantities and equivalents across different service categories and dosage forms, with the goal of optimizing pharmaceutical procurement and distribution for military healthcare services.

Notice text

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or nonformulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
