About this opportunity

The Defense Health Agency is soliciting quotes for pharmaceutical agents to be included in the Department of Defense Uniform Formulary through Blanket Purchase Agreements and Additional Discount Program Agreements. This procurement supports the DoD's legally mandated integrated pharmacy benefits program for the Military Health System, covering eleven specific drug classes including newly approved medications in categories such as oncological agents, diabetes non-insulin treatments, antibiotics, and metabolic agents. Pharmaceutical manufacturers must submit comprehensive pricing quotes across multiple formulary scenarios, including different tier classifications and discount structures based on Federal Average Manufacturer Price and Wholesale Acquisition Cost methodologies. The evaluation will be conducted by the DoD Pharmacy and Therapeutics Committee, which will assess both clinical effectiveness and cost-effectiveness to determine formulary placement and pricing arrangements. Critical dates include a pre-quotation teleconference on September 4, 2025, quote submissions due September 18, 2025, and the P&T Committee meeting scheduled for November 5-6, 2025.

This solicitation does not utilize any set-aside designations and is open to all qualified pharmaceutical manufacturers. The procurement does not specify award values or budget ranges, as pricing will be determined through the competitive quote process and formulary placement decisions made by the P&T Committee. The solicitation covers up to ten newly approved drugs per therapeutic class, with manufacturers required to submit detailed pricing appendices and fully executed signature pages for each drug category. Services will be performed to support the Military Health System nationwide, though the place of performance is listed as San Antonio, Texas. The resulting agreements will establish pricing frameworks for both Military Treatment Facilities and TRICARE retail network pharmacies, with potential formulary classifications ranging from generic tier to non-formulary status depending on the committee's clinical and economic evaluations.

Notice text

The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
