About this opportunity
The Department of Defense Defense Health Agency is seeking pharmaceutical manufacturers to submit quotes for newly approved drugs to be considered for inclusion in the DoD Uniform Formulary through Blanket Purchase Agreements (UF BPA) and Additional Discount Program (UF ADP) contracts. The solicitation covers 13 newly approved pharmaceutical agents across multiple therapeutic classes including corticosteroids, oncological agents, immunomodulatory biologics, insulins, antihypertensives, ophthalmic agents, and antiinfectives that will be reviewed by the DoD Pharmacy and Therapeutics Committee in August 2025. Manufacturers must provide comprehensive pricing quotes for different formulary tiers and scenarios, including Federal Ceiling Price calculations, Wholesale Acquisition Cost discounts, and potential refund percentages for TRICARE retail network pharmacies. The evaluation will focus on clinical effectiveness and cost-effectiveness to determine formulary placement classifications ranging from generic and Basic Core Formulary to non-formulary status. A pre-quotation teleconference was held on July 16, 2025, with an amended quote submission deadline of July 30, 2025 at noon CST, followed by the P&T Committee meeting on August 6-7, 2025.
This solicitation does not utilize any set-aside designations and is open to all qualified pharmaceutical manufacturers. No incumbent contractors or current award values are specified in the documentation, as this appears to be a competitive procurement for newly approved drugs entering the market. The contract vehicles will support pharmaceutical procurement for the Military Health System, covering dispensing through military treatment facilities, TRICARE Mail Order Pharmacy, and TRICARE retail network pharmacies. Manufacturers must have existing Federal Supply Schedule contracts and comply with specific pricing and reporting requirements under the integrated pharmacy benefits program mandated by 10 U.S.C. 1074g. The place of performance is listed as San Antonio, Texas, reflecting the Defense Health Agency's operational headquarters location for managing the Military Health System's pharmaceutical procurement activities.

Update #2 · Latest ·
The Department of Defense (DoD) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoD Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoD Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
