About this opportunity
This Special Notice is Amendment 0001 to Request for Information 36C79125Q0029 (PAPs 2.0) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19. The notice concerns a recompete for Positive Airway Pressure (PAP) devices and accessories procurement. The initial RFI distributed a draft RFP and facilitated industry days meetings where six companies submitted questions and engaged in dialogue with government stakeholders. The amendment purpose is to disseminate all questions and answers from industry day discussions to ensure equitable information distribution across all potential bidders. This Special Notice is posted on a compressed timeline and does not require responses. The formal RFP is expected to follow in the coming months without an intervening second draft RFP.
The objective of this amendment is to provide transparency and fairness by sharing industry-generated questions and corresponding government responses across all potential contractors before the formal solicitation release. No response to this amendment is required, and the due date of January 10, 2026, likely reflects administrative processing rather than submission obligations. Service-Disabled Veteran-Owned Small Businesses are designated as the set-aside category for this opportunity. The procurement will utilize a Multiple Award Schedule Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure with a 10-year performance period, firm fixed-price contracting with Economic Price Adjustment provisions, and multiple awards across different Contract Line Items (CLINs) to mitigate supply chain risks. The solicitation encompasses technically acceptable PAP devices, masks, interfaces, and accessories, with allowances for annual technology refreshes and new item competitions when products become obsolete.
