The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 seeks dental laboratory services for the Birmingham VA Healthcare System under a total small business set-aside, with Phase I proposals due June 2 at 2:00 PM EST and Phase II technical samples due June 25 at 2:00 PM EDT. Place of performance is Birmingham, Alabama (700 South 19th Street, Birmingham, AL 35233). Contractor facilities must be located within a two-hour drive radius of the Birmingham VAMC, with no alternative locations or shipping permitted—all pickup and delivery must occur in-person at the medical center. Services operate Monday through Friday, 7:30 a.m. to 4:00 p.m. local time, with turnaround times ranging from two working days for repairs to fifteen working days for complex cases. Work includes fabrication of complete dentures, removable partial dentures, fixed partial dentures, crowns, and dental implant prostheses using mandated materials: Lucitone 199 acrylic resin or equivalent for dentures, and high noble alloys containing at least 60% noble metal with 40% gold minimum for fixed prostheses.
Contractor must hold current FDA QSR/ISO 13485/DAMAS certification for device manufacturing, NADL certification for Alabama, and CLIA accreditation. All cases must be processed in-house with no outsourcing. Quality standards require no more than 2% validated complaints annually; breach triggers contract termination. Contractor guarantees workmanship and materials, remaking or adjusting unacceptable items at no cost.
Phase I evaluates past performance (up to five years documented service), price, certifications, and locality as equally weighted factors. Phase II requires submission of three technical samples—a removable partial denture framework, a fully balanced complete denture set-up, and a 3-unit anterior porcelain fused to high noble metal fixed partial denture—all meeting specified microscopic and dimensional tolerances. Only Phase I acceptable vendors proceed to Phase II. Payment is firm-fixed-price via electronic funds transfer or purchase order, invoiced 30 days in arrears.
