Place of performance is Upton, New York. The procurement is Firm Fixed Price with Net 30 payment terms and FOB Destination, Freight Prepaid via UPS Ground. Technical requirements include double-tilt capability with a beta tilt range of at least 25 degrees, at least 6 electrical contacts supporting simultaneous heating and electrical biasing, on-chip temperature sensor with closed-loop 4-point probe resistive temperature control, maximum heating temperature of 1300 degrees Celsius, specimen drift not exceeding 50 nanometers from room temperature to 600 degrees Celsius, and microcalorimetry capability. The heater material must be encapsulated with a chemically inert protection layer. Vendors must provide control software under perpetual license without subscription requirements, remote installation support, one day of user training, manufacturer's standard warranty and technical support, and any required export control documentation. All vendors must register in SAM with their Unique Entity Identifier. Quotations must include published price lists, prior BNL purchase orders or web screenshots showing pricing for same or similar items, origin of manufacture, and sufficient documentation for equivalency evaluation. Quality requirements incorporate ISO 9001 certification, product traceability from franchised distributors, and NIST-calibrated measurement and test equipment standards per BNL-QA-101.
