About this opportunity
The Department of the Interior's Interior Business Center is seeking a contractor to provide strategic planning and geopolitical intelligence services for the Denali Commission (RFP 140D0426R0022). The primary deliverables include weekly comprehensive strategic planning sessions, seven detailed advisory reports (15-25 pages each) addressing geopolitical issues affecting Alaska and the Arctic region, and optional site visits to Alaska and Washington, D.C. The contractor must provide analyst-level access to a subscription-based geopolitical intelligence service for at least two authorized users and deliver reports covering topics such as partnerships with Alaska Native communities, international counterparts in Canada, Greenland and Russia, emerging threats, climate change impacts, and innovative collaboration models. Proposals will be evaluated primarily on technical merit based on two factors: technical approach and methodology (including geopolitical data integration, report development with quality control, and policy alignment), and specialized capabilities and experience (including expeditionary and environmental expertise, domain awareness and climate resilience, Indigenous and remote area engagement, key personnel qualifications, and risk mitigation). The price proposal will be assessed for fairness and reasonableness but will not be scored, as technical merit is significantly more important than cost. Questions must be submitted by 2:00 PM Eastern Time on January 30, 2026, and proposals are due by 2:00 PM Eastern Time on February 19, 2026, submitted electronically to Bridgette Ornelas at bridgette_ornelas@ibc.doi.gov.
This solicitation is a total small business set-aside under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a $19 million size standard. No incumbent contractor is identified in the solicitation materials. The contract is anticipated to be awarded on a firm-fixed-price basis with actual travel costs reimbursed, with a 12-month base period followed by two optional 12-month periods and potential six additional one-month extensions under FAR 52.217-8. The base year deliverables include 52 weekly strategic planning sessions and seven comprehensive reports, with the first report due 60 days after contract award and subsequent reports required within 45-60 days of established timelines. Optional travel includes up to two site visits to Alaska (May/June) and two to Washington, D.C. (March/April), subject to pre-approval. The contractor may work remotely with government approval, and technical proposals are limited to 20 pages with certifications and representations submitted separately and not counting against this page limit.
