About this file

This is a Questions and Answers document (Amendment #0003) for solicitation 140D0426R0022, a Denali Commission Strategic Planning Report contract issued by the Department of the Interior.

The solicitation requires both a subscription-based geopolitical intelligence service with analyst-level access for at least two authorized users and consulting services. The contract includes a 12-month base period with two separate option years, each requiring individual pricing rather than assumed continuation of base year rates. The primary deliverable consists of seven detailed reports annually with graphics, addressing strategic planning and advisory topics to be determined collaboratively during weekly meetings based on Commission priorities. These reports are separate deliverables that do not consolidate into a single annual comprehensive plan. The intended users are Denali Commission leadership and staff for internal decision-making, with potential secondary use to inform external stakeholders. The requirement builds upon and provides data-driven insights to inform the Commission's current FY2023-2027 Strategic Plan, focusing on operational and capability improvements through weekly and monthly engagement rather than replacing the existing strategic planning document entirely.

Amendment #0003

PERFORMANCE WORK STATEMENT (PWS)2.0 OBJECTIVEThe Commission requires a subscription-based Geopolitical Intelligence service with analyst level access for at least 2 authorized users…The clause "subscription-based service" under objective in the Performance Work Statement, seems to indicate an interest in software product of membership service, rather than boutique consulting. Please clarify why the term "subscription-based service" is used in this setting. Both a subscription-based membership and consulting services are required: the subscription provides the customer with access to data, and the consulting services use that data to prepare the reports as specified in the PWS.
COMBINED SYNOPSIS/SOLICITATIONSECTION 2: PRICICINGThe Government intends to award a contract with a 12-month base period…I am assuming that the pricing for option years 1 and 2 should remain the same given that the CLIN format on page 6 of the solicitation only contains one option year. Is that correct? That pricing assumption is not accurate. The Solicitation and the Pricing Worksheet clearly separate the base year from the option years, and each option year should be priced individually rather than assumed to remain the same.
PERFORMANCE WORK STATEMENT (PWS)4.0 TASKS AND DELIVERABLESStrategic Planning/Advisory ReportsCan you clarify the topics to be addressed in each of the seven "comprehensive reports" for each year? Will those be on separate topics, or at the discretion of what the Commission wants the consultant to address? Will these all wrap into an annual Comprehensive Plan report?Section 4.0 of the PWS states, “Contractor will deliver seven (7) detailed reports, with graphics, on the issues addressed above.” Vendors should review the PWS objectives and scope for what is required in these reports. The specific topics will be refined during weekly meetings as outlined in the PWS, and they will be determined based on Commission priorities rather than pre-set topics. These reports are separate deliverables and do not roll into a single annual Comprehensive Plan report.
PERFORMANCE WORK STATEMENT (PWS)4.0 TASKS AND DELIVERABLESStrategic Planning/Advisory ReportsWho are the expected users of this Strategic Planning materials? Staff and leadership at the Commission? Others at the DOI?Denali Leadership will be the primary personnel requiring access to the Strategic Planning materials. However, completed reports are intended to inform internal decision-making and may also be used to socialize key topics with external stakeholders.
PERFORMANCE WORK STATEMENT (PWS)4.0 TASKS AND DELIVERABLESStrategic Planning/Advisory ReportsCan you confirm that this is the prior Strategic Plan that will be replaced by the upcoming Strategic Plan? If not, can you point me to the materials that are being replaced by this new solicitation? https://x11.6e7.myftpupload.com/wp-content/uploads/2024/04/FY23-27StrategicPlanFINAL_v21.pdfYes, that link directs to Denali’s current Strategic Plan. This requirement, however, focuses on providing strategic input into operations and capabilities through data-driven insights, addressed on a weekly and monthly basis.
