About this opportunity

The U.S. Army Contracting Command–Rock Island (ACC-RI), in support of Project Manager Close Combat Systems, seeks demolition charge blocks in 1/4 lb, 1/2 lb, and 1 lb TNT configurations under RFP W519TC-25-R-0013, with proposals due May 15, 2025. This is a 100% Small Business Set-Aside, limited to firms under NAICS 332993 (Ammunition Manufacturing) with a size standard of 1,500 employees.

The procurement will result in a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed pricing, awarded to a single contractor. The government guarantees a minimum quantity of $950,000 and establishes a maximum total potential value of $49.7 million, with a ceiling of 300,000 units per item per ordering period (1.5 million units total per size across all five ordering periods). Place of performance is the United States.

Evaluation is on a lowest-price, technically acceptable basis, weighing technical ability, past performance, and pricing. Proposals must address manufacturing processes, quality assurance, supply chain risk management, and include a detailed price matrix covering quantity ranges and ordering periods. First Article Testing is required.

Contractors must possess adequate facilities for handling ammunition and explosives and comply with DOD Security Risk Category standards for Arms, Ammunition, and Explosives. Firms must be JCP Certified with an approved DD2345 form. Security requirements include physical security protocols per the COCO Security Statement of Work. The solicitation incorporates a Contract Data Requirements List (CDRL) with 20 separate data items covering technical reports, quality documentation, test reports, and supply chain management, submitted over the contract term.

Amendment 0001 (April 22, 2025) clarified technical specifications: process flow charts may be included as attachments; Green Number 34094 is the correct color for charges; TNT blocks must follow the Technical Data Package for detwell and density specifications; and labels may be affixed to the outside of packing bags rather than placed inside.

Questions directed to Contracting Officer Megan Kirby (megan.m.kirby.civ@army.mil) and Contract Specialist Mackenzie Helgerson (mackenzie.a.helgerson.civ@army.mil); telephone inquiries are not accepted.
