This is Amendment no. 003 to previously synopsized combined synopsis/solicitation requesting quotes for removing structures, pilings, and docks from 18 property sites within Olympic National Park. This amendment is necessary to provide final Questions/Answers (Q & A).
QUESTIONS/ANSWERS (Q & A) are as follows:
QUESTION #1 (staging area at Lake Crescent): Interested contractor stated they will be using a barge for demo of the properties on Lake Crescent, and asked if there is a beach/boat launch area available to use as a staging area.
ANSWER to #1: OLYM does not yet have project compliance approved to perform water work. What this means is that Quoters need to plan for removing structures by land, not by water barge or boat. However, a work boat can be utilized for removal of the pilings only, and Quoter can use the boat launch as staging area for this purpose.
QUESTION #2 (staging area at Lake Crescent): Are there any seasonal restrictions for use of this area?
ANSWER to #2: Refer to Attachment no. 4, Scope of Work, Section 1.1 for explicit seasonal restrictions. The only other seasonal restrictions would be weather dependent. In the event that the ground becomes too saturated to move equipment around on and/or to re-contour, compact and scarify, work activities should cease until such time that these activities could continue (refer specifically to Attachment no. 1, Combined Synopsis-Solicitation Full Text, Section 03 - Period of Performance).
QUESTION #3 (equipment): Is it allowable to drive steel track machinery with rubber pads on it (that doesn't let the cleats touch the ground) down the East Beach Road a short distance vs. trucking it?
ANSWER to #3: Yes.
QUESTION #4 (equipment): What is the weight limit on the East Beach Road?
ANSWER to #4: OLYM is not aware of any weight restrictions on this road.
QUESTION #5 (equipment): What is the weight limit on Camp David Junior Road, specifically for the Tinkham Property?
ANSWER to #5: OLYM is not aware of any weight limit on this road.
QUESTION #6 (Lake Crescent properties): Because of the proximity to water is there a SWPPP requirement for the Lake Crescent properties?
ANSWER to #6: Yes, a SWPPP is required. Refer to Attachment 4, Scope of Work, Part 2 - Submittals.
The response date is not changed. QUOTES ARE STILL DUE BY 4:30PM (PST) ON FRIDAY, AUGUST 10, 2018.

Update #2 ·
This is an amendment to the Request for Quotations for removing structures, pilings, and docks from 18 property sites located partly in Clallam County in the Lake Crescent subdistrict and partly in Grays Harbor County located in the Quinault subdistrict, of Olympic National Park, WA. This amendment is necessary to provide Questions/Answers, and to extend the response date.
AMENDMENT 001 - QUESTIONS/ANSWERS (Q & A):
1. Q: What are the approved NPS topsoil sources?
1. A: NPS has purchased topsoil from Cascade Bark Landscape Supplies, 11 Washington Harbor Road, Sequim, WA 98382 (phone 360-582-9592), and purchased Cascade Bark's own mixture that contains Alder sawdust, red fine bark, aged cow manure, and dark fine bark.
2. Q: Can on-board electric scales on my truck be used when recycling materials rather than having to use stationary scales at a yard?
2. A: This should be acceptable. Calibration should be checked on the first load.
3. Q: Site 11 - do all of the rip rap rockery/terraces need to be removed?
3. A: The rip rap will remain in place.
4. Q: Do the well heads at some of the sites need to be capped or decommissioned?
4. A: There is a well at 8 Viewpoint Lane that has been decommissioned. NPS is not aware of any others.
5. Q: Bates House - the concrete bulkhead that spans from Thompson's to the Scott's, if removed from the Bates residence would leave a weak void to the other homeowners houses. Could it be left to avoid future problems?
5. A: The bulkhead is not part of the scope, nor is any aspect of the concrete work that would impact adjacent properties.
CLARIFICATION: The response date shown in the original synopsis page as August 23rd was incorrect. The written text of the original synopsis stated the response date as August 8th, which was correct.

DESCRIPTION. The National Park Service, Olympic National Park (OLYM), has a requirement for removing structures, pilings, and docks from 18 property sites located partly in Clallam County in the Lake Crescent subdistrict and partly in Grays Harbor County located in the Quinault subdistrict. The properties at Lake Crescent comprise the basic requirement. The properties at Quinault are options. Refer to Attachment no. 6, Summary List of Property Sites with complete addresses. NOTE: This description does not contain all of the information included in the project Scope of Work. Quoters shall refer to Attachment no. 5, Scope of Work, as well as review all other attachments that comprise the complete solicitation package.
(1) BASIC REQUIREMENT. Removal of all structures (deteriorating houses, sheds, driveways)¿including all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from eight properties at Lake Crescent (sites 1 through 8). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography. Also included is the removal of approximately 14 pilings and two miscellaneous dock structures from the shoreline and shallow waters adjacent to the shoreline around Lake Crescent.
(2) OPTIONAL SITES. Project options includes removal of all structures (deteriorating houses, sheds, driveways)¿including all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from and all structures from four bundled properties (Sites 9 through 12) in the Lake Quinault area, as well as six additional individual Lake Quinault area properties (sites 13 through 18). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography.
NOTE: This description does not contain all of the information included in the project Scope of Work. Quoters shall refer to Attachment no. 5, Scope of Work, as well as review all other attachments that comprise the complete solicitation package.
PERIOD OF PERFORMANCE.
(1)LAKE CRESENT. For the properties located at the Lake Crescent area (the base requirement), the government anticipates work to start as soon as possible after award, either late August or right after Labor Day 2018, and be completed by November 2018. All work of the base line items shall be completed within 90 days from the date of award of the base contract.
(2) QUINAULT. (a) The Quinault sites are optional line items. Upon award of an option, the period of performance will be 90 calendar days. The government anticipates that the contractor will be able to complete most of the work at these sites but possibly not all, due to weather, and that a Seasonal Break in Contract Performance may become necessary. On average, the months of October through February tend to receive the most rainfall, which may affect contractor's ability to complete the recontouring work and finishing work, as described in the Scope of Work. (b) SEASONAL BREAK IN CONTRACT PERFORMANCE: Although the government does not intend to suspend work during contract performance, seasonal weather conditions may restrict or prohibit normal contract activities. Contractor should take into account historic weather patterns when planning the work sequence. If the Contractor elects to temporarily stop work, they must inform the CO and COR at least one week prior to the stoppage and at least one week prior to the planned resumption of work. (c) Contractor should note that if a Seasonal Break in Contract Performance does go into effect, there is potential of not being able to resume work until after September 23, 2019 if it's not possible to resume in time to complete remaining tasks before April 1, 2019. Some work activities are restricted between April 1 and September 23 to accommodate the bird species Marbled Murrelet and nesting bat colonies. Refer to the attached Scope of Work.
WHEN TO SUBMIT QUOTE (RESPONSE DATE): Quote shall be submitted by 4:30pm Pacific Time (PT) on Wednesday, August 8, 2018.
