Solicitation no. 140P8318Q0080, Attachment no. 5 (7/1618)

SCOPE OF WORK

Demolish Structures at Lake Crescent and Lake Quinault

Olympic National Park

PART 1- GENERAL INFORMATION

The basic requirement of this project includes removal of all structures (deteriorating houses, sheds, driveways)—including all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from eight properties at Lake Crescent (sites 1 through 8). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography. Also included is the removal of approximately 14 pilings and two miscellaneous dock structures from the shoreline and shallow waters adjacent to the shoreline around Lake Crescent.

Project options includes removal of all structures (deteriorating houses, sheds, driveways)— including all attached exterior roof structures, foundations utilities elements, and all articles found anywhere in the interior of the unit or beneath or around the unit from and all structures from four bundled properties (Sites 9 through 12) in the Lake Quinault area, as well as six additional individual Lake Quinault area properties (sites 13 through 18). Tasks include cleaning the grounds of all dimensional lumber, concrete, trash and non-natural materials before de-compacting and scarifying all building sites, and re-contouring the property to match adjacent topography.

For all properties, underground utilities will remain in place except when exposed from re-contour activities with the exception of septic tanks, which will be collapsed and buried in place.

1.1 Description of Work

Prior to any on-site work the contractor shall obtain demolition permits for the specified work from the Olympic Regional Clean Air Agency.

All properties have been surveyed for asbestos and asbestos abatement has been performed on any properties with asbestos containing materials. The park will provide documentation of completed abatement or asbestos surveys identifying absence of asbestos.

To the greatest extent possible, all work of the project shall remain within existing road corridors and impacted sites. The contractor shall take great care to avoid impacting any vegetation on site.

The contractor will keep park roadways clear of mud, rocks and debris created associated with project work.

Between April 1 – September 23 work shall be restricted as follows:

work shall only occur between two hours after sunrise and two hours before sunset.

work activities shall be limited to tasks that do not produce sounds louder than ambient noise levels—such as, dismantling structures and hauling away debris.

https://www.orcaa.org/ work such as using chainsaws, breaking up concrete, mortared or asphalt structures shall not occur (until after September 23).

Demolition work that is planned prior to August 31 will require park inspection for presence of nesting bat colonies. If any active colonies are present at a structure, demolition of that particular structure will be postponed until after the breeding season ends. In the unlikely event that the contractor encounters bats with flightless young in a structure after

August 31, work will be halted for not longer than four weeks.

See also “Regular Working Hours” in section 1.6 below.

All structures and refuse removed from the sites must be disposed of, recycled or salvaged, in accordance with federal and state regulations outside of the park’s boundaries. The method of removal may be determined by the contractor. If contractor anticipates that completion of work will impede traffic on roadways, they must provide traffic control and one week advance notification to the park.

The park has made every effort to identify all major elements of the project below, but all bidding contractors are encouraged to perform a site visit to confirm site conditions, measurements and quantities provided.

Approximate quantities for removal work to be performed at each site is as follows (also refer to

The following work descriptions are pertinent to all sites:

1.01 Septic Tanks: Where the location of the septic tank is undetermined, the contractor shall make a good faith effort to locate it, collapse it and bury it in place. The park will provide the contractor with any documentation available regarding septic locations.

1.02 Below ground utilities: Identified below ground utilities shall be cut off 12 inches below ground at transition point.

1.03 Site Fill: Removal of the structures may leave large voids in the landscape. These voids shall be filled and the landscape following demolition will be left as follows:

The slope between the house and the lake, and the level area below it, may remain as is. On the remainder of the site, no slope should exceed 2:1 following backfill and contouring of the site.

Concrete from the demolition may be utilized to fill the voids within the following constraints:

o If concrete rubble is used, the larger pieces (2’ minus) would be used as a base layer (below 5’ from the finished grade), smaller concrete

(8” minus) mixed with topsoil (50% by volume) would serve as an intermediate layer (from 5’ to 1.5’ below the finished grade, and 18” of topsoil covering that. No demolition material other than concrete shall be used for fill material. This will permit the successful long-term establishment of trees on the site.

All soil brought in to be utilized for fill and for the top layer must be obtained from an NPS approved, weed-free source. The top soil applied shall be a mix consisting of sand, partially composted bark and aged cow manure from an NPS approved, weed-free source.

Concrete and asphalt not required to fill on-site voids will be removed by the contractor.

1.04 Driveways: All asphalt, concrete and gravel driveways and parking areas shall be removed. Driveways and parking areas will be de-compacted and scarified. No re-contouring will be required for driveways.

1.05 Re-contour: Re-contour will involve moderate relocation of materials to smooth transition between surround land and previous building site. Re-contour activities shall be under the direction of the park botanist.

1.06 Finish Work: Ensure that all project areas have been thoroughly cleaned of project debris following the removal of the specified elements, to include sweeping of each area with a magnet to ensure the removal of all nails and screws. De-compact and scarify all previous building sites, driveways and parking areas at the very end of the project.

1.2 Dock & Piling Removal: The Contractor will avoid cutting wood (treated or untreated) over water when removing docks to minimize impacts to aquatic resources. Treated wood should be cut in a manner where the saw dust cannot reach the water. Treated material should be moved off-site as soon as practicable. The only work permitted below the ordinary high water mark will be removal of two docks, 14 pilings and concrete bulkheads.

1.3 Tree Removal: The contractor shall not remove any trees without written or verbal approval from the Contracting Officer’s appointed Contracting Officer’s Representative (COR). All trees approved by the COR for removal will be marked by the park as such. No trees which are not marked shall be removed or otherwise damaged. Contractor should take action to mitigate tree damage such as limb and trunk damage. To the extent possible avoid unnecessary stress on root systems.

1.4 Equipment: The Contractor shall pressure wash and/or steam clean all construction equipment, except hauling vehicles, before entering the Park to ensure that all equipment, machinery, rocks, gravel, or other materials are cleaned and weed free. Motors/engines will not be left unattended. Equipment shall be free of any fluid leaks (fuel, oil, hydraulic fluid, etc.) upon arrival to the work site and will be inspected at the beginning of each shift for leaks. Leaking equipment will be removed off site for necessary repairs before the commencement of work.

1.5 Location: This project is located in two areas of Olympic National Park: Lake Crescent

Subdistrict within Clallam County, and Quinault Subdistrict within Grays Harbor County for the optional line items. Department of Labor Service Contract Labor Standards (wage rates) are applicable to the solicitation and awarded contract. For solicitation, see Attachment no. 3 which pertains to properties located in Callam County and see Attachment no. 4 which pertains to properties located in Grays Harbor County. Site maps of all properties is in solicitation Attachment no. 7.

1.6 Regular Working Hours: Regular working hours at the park are from 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours. Contractor must adhere to work day restrictions imposed to protect Marbled Murrelet habitat as detailed in Description of Work. (Between April 1 and

September 23, work shall only occur between two hours after sunrise and two hours before sunset)

1.7 Notification: The Contractor shall provide a project schedule that identifies all phases of the project, and includes a 72-hour window during which the park’s wildlife biologists may perform site surveys prior to project work at each site in the Quinault area.

1.8 Work Restrictions: Requests to work outside of regular working hours must be approved by the Contracting Officer (CO) through the COR one week in advance.

1.9 Waste Disposal: The contractor shall legally recycle or dispose of all project materials outside of the park boundary. Materials should be diverted away from landfills to the greatest extent possible. Tickets identifying load weight shall be provided to the CO for all disposed materials whether recycled or sent to a landfill.

1.10 Overnight Camping in the Park: The Contractor, subcontractors, suppliers or others directly or indirectly involved with the project will not be allowed to camp or stay overnight at the construction site.

1.11 Inspection: All work shall be inspected on an ongoing basis by NPS personnel. The

Contractor shall provide for and allow complete and unobstructed access to all work areas, processes and elements of the project.

PART 2 - SUBMITTALS

Contractor is responsible for submitting the following submittals after award, which are required to be reviewed and approved by NPS prior to contractor’s crew starting any on-site work. Contractor shall send the submittals via email to the Contracting Officer (CO) and the CO’s appointed Contracting

Officer’s Representative (COR).
