About this opportunity
The Department of the Air Force Space Command, through the 50th Contracting Squadron at Schriever Space Force Base, is conducting market research for the procurement of OS/COMET software maintenance services to support the Naval Satellite Operations Center (10 SOPS). The requirement encompasses all software patches, upgrades, new version releases, licensing files, and technical support for eleven specified OS/COMET license types used to command, control, and track Military Satellite Communications (MILSATCOM) constellations across five operational sites located in California, Maine, Guam, and Colorado. This is a sources sought notice only, with no quotes being requested at this time; interested companies must respond to specific questions regarding their ability to dispute the current sole source claim, their capability to supply alternatives, and their small business status. The government is primarily seeking market feedback to challenge the sole source justification before formal solicitation. Responses must be submitted by April 21, 2026, to Mr. Kade Allen and SrA Marion Shinholster at the provided contact information.
No set-aside designation has been applied to this procurement. Peraton Inc. is currently identified in the draft Justification and Approval as the sole source provider, with the justification citing proprietary rights to OS/COMET software design and source code held by Peraton. The performance period consists of a base year from July 15, 2026, through July 14, 2027, with four additional one-year option periods extending through July 14, 2031, for a total contract duration of five years. The estimated total contract value is redacted from the available documentation. The contract will be awarded on a firm-fixed-price basis and will require the contractor to maintain continuous 24/7 operational support and deliver services via media, email, and on-site support as necessary to sustain critical satellite operations.
