About this file

This is a Statement of Work for OS/COMET software maintenance services for the Naval Satellite Operations Center (10 SOPS).

10 SOPS requires comprehensive software maintenance for OS/COMET, which serves as the core operational platform for commanding, controlling, and tracking Military Satellite Communications (MILSATCOM) constellations, including Ultra-High Frequency (UHF) Follow-On (UFO), Fleet Satellite (FLTSAT), and Mobile User Object System (MUOS) satellites across five operational sites: Headquarters at Point Mugu, California; Laguna Peak at Point Mugu, California; Detachment Alpha at Prospect Harbor, Maine; Detachment Charlie at Finegayan, Guam; and Detachment Delta at Schriever Air Force Base, Colorado Springs, Colorado. The contractor must provide all software patches, upgrades, new version releases, licensing files, and documentation supporting unlimited quantities of eleven specified OS/COMET license types. Maintenance services include delivery via media (CD, DVD) for software and email for licensing files and emergency patches, technical support via telephone and email, and on-site support as necessary for emergency issues. The contractor must provide two points of contact for service calls, include all standard manufacturer documentation and drawings at no additional charge, and manage all packing and shipping to Point Mugu, California. The period of performance consists of five one-year terms commencing July 15, 2026, through July 14, 2031.

DESCRIPTION

1.0 BACKGROUND

10 SOPS is responsible for the operations and maintenance of Military Satellite Communications (MILSATCOM) constellations. Additionally, 10 SOPS is responsible for operations and maintenance of the Mobile User Object System (MUOS).

10 SOPS is responsible for the associated ground systems, including the Narrowband Satellite Control Network (NSCN), which connects remote sites for ISCS and MUOS. 10 SOPS currently uses OS/COMETTM as a core base component to perform satellite operations for commanding, control, and tracking. The OS/COMET software is used across distributed networks for operations, processing & analysis (P&A), software development, and test & evaluation (T&E).

10 SOPS owns OS/COMET software site licenses for ISCS and MUOS per NAVSUP FLC SAN DIEGO Contract Number N00244-21-C-0019 awarded on 15-Jul-2021 with the conditions listed in table 1.
