About this opportunity

The U.S. Army Engineer Research and Development Center (ERDC), Coastal Hydraulics Laboratory (CHL) is procuring professional engineering and technical services to build and validate a Delft3D hydrodynamic and sediment transport model. The requirement encompasses modifying and running a previously developed Delft3D model covering approximately 500,000 nodes across 17,000 square miles to simulate hydrodynamic conditions including water surface elevations, salinity, temperature, and currents for up to three mesh alignments. Qualified contractors must demonstrate proficient expertise in DELFT3D, numerical modeling of hydrodynamics and sediment transport, Adaptive Hydraulics (AdH), Linux high-performance computing, and coding capabilities in Python and MATLAB, along with the ability to meet security requirements for ERDC HPC machine access. Award will be made to the responsible offeror whose quote conforms to solicitation requirements, is technically acceptable, and represents the lowest price. The solicitation was posted on April 13, 2026, with offers due by April 23, 2026, at 2:00 PM.

The base task has a performance period of 745 calendar days (approximately 6 months as the initial phase), with five optional tasks available for sediment modeling, model setup variations, Engineering with Nature applications support, knowledge transfer, and pre/post-processing tool development, bringing the potential total performance period to 24.5 months. All work will be performed in-person at ERDC CHL facilities located in Vicksburg, Mississippi. The contract is structured as firm fixed-price arrangements under NAICS code 541620 (Environmental Consulting Services) with a size standard of USD 19,000,000. Deliverables include digital model files, computer code, and documented instructions in Microsoft Word and PowerPoint format, with quarterly progress reports required and biweekly progress meetings mandated throughout the performance period.
