Performance Work Statement Summary: Hydrodynamic Numerical Model Development using DELFT-FM
This Performance Work Statement (PWS) outlines the U.S. Army Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory requirements for hydrodynamic numerical modeling services using Delft3D software. The work supports the U.S. Army Corps of Engineers by developing and validating models for hydrodynamics, sediment transport, water quality, and morphodynamics across multiple modules. The base period is 6 months with an additional 18.5-month option period, totaling 24.5 months from contract award. All work is performed in-person at ERDC CHL facilities. Required skills include proficient expertise in Delft3D, numerical modeling of hydrodynamics and sediment transport, Adaptive Hydraulics (AdH), experience on Linux high-performance computing machines, and coding ability in Python and MATLAB. The contractor must meet security requirements for ERDC HPC access, including Antiterrorism Level I training, suspicious activity reporting training, OPSEC awareness training, and E-Verify pre-screening, with initial documentation due within 3-30 days of contract award.
The base task requires modifying and running a previously developed Delft3D model (approximately 500,000 nodes covering 17,000 square miles) to simulate one calendar year of hydrodynamic conditions including water surface elevations, salinity, temperature, and currents for up to three mesh alignments with modifications in four regions. Deliverables include all digital data files, model files, computer code, and written/presented instructions in Microsoft Word and PowerPoint. Five optional tasks are available: Optional Task 1 develops a sediment transport model (3-month duration); Optional Task 2 provides modeling support for various locations with three subtasks based on mesh node size (1 to 2 months each); Optional Task 3 delivers advanced Delft3D support for Engineering With Nature applications including six training sessions (6 months); Optional Task 4 focuses on knowledge transfer through training materials and weekly workshops (3 months); and Optional Task 5 develops pre- and post-processing tools coded in Python or MATLAB with specific computational functions (2 months).
