About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking a non-personal services contract for Transportation Card Reconciliation Automation supporting the Defense Travel System (DTS). The contract aims to improve the current methods of reconciling and paying transportation card transactions through a specialized DTS module or manual processes. Key contract requirements include developing an automated reconciliation tool, establishing a helpdesk operation, generating monthly reports, and providing continuous system support. Contractor personnel must possess a SECRET security clearance and demonstrate extensive experience with complex integrated database and web-based enterprise systems, particularly in financial and travel processing environments. Interested parties must submit a capabilities statement by 11:00 AM ET on June 5, 2025, via email to martine.ianniello.civ@army.mil, with the government potentially setting aside the procurement for small businesses or conducting full and open competition.

The procurement falls under the NAICS category 541511 (Custom Computer Programming Services) with a small business size standard of $34,000,000. The anticipated contract period spans one base year with four option years, running from December 2025 through December 2030. While no specific set-aside has been definitively established, the government may reserve the contract for small businesses, requiring potential contractors to perform at least 50% of the work in-house. The contract will support Army Commands using the DTS Centrally Billed Account (CBA) reconciliation module, with performance standards including responding to user problems within eight business hours and maintaining software uptime of at least 90%. Contractor responsibilities will encompass monitoring, training, helpdesk assistance, and comprehensive reporting/analysis for the transportation card reconciliation system.

Notice text

ASA(FM&C) has a need for a non-personal service(s) contract to provide Transportation Card Reconciliation Automation. The methods by which card transactions are reconciled and paid are completed within a specialized module within the Defense Travel System (DTS) or a paperbased manual process. The Army requires support to sustain its use of the complex system interfaces required to operate the DTS module and enable automation for current manual processes ineligible for DTS reconciliation. The Centrally Billed Account (CBA) Reconciliation is part of the DTS.
