About this opportunity
The Department of the Air Force Space Command Space and Missile Systems Center is conducting market research to identify qualified contractors capable of providing sustaining engineering, operational support, and eventual decommissioning for the Defense Meteorological Satellite Program (DMSP) spacecraft fleet, with responses due by October 16, 2026. No set-aside applies.
This is a Sources Sought notice for market research purposes only and does not constitute a solicitation or commitment to award. DMSP, the longest-running production satellite program, operates jointly with the National Oceanic and Atmospheric Administration (NOAA) and provides critical weather and environmental data for military operations. The spacecraft operate in sun-synchronous, near-polar orbit at 830 km altitude using an Advanced TIROS-N (ATN) bus design.
Scope encompasses eleven elements: satellite operations and command and control, spacecraft subsystem health monitoring, anomaly resolution, orbit determination and maneuver planning, end-of-life operations, sustaining engineering, ground system support, logistics and spares inventory, integration lab and simulator support, technical data and training, and cross-contractor coordination with the DMSP Sensor Sustainment contractor. Technical capabilities must address S-Band SGLS protocol operations, satellite power systems, three-axis attitude control, monopropellant hydrazine propulsion, and decommissioning and passivation.
Respondents must hold SECRET facility and personnel clearances (NAICS 541330, PSC R425). Capability statements limited to 15 pages must address corporate experience with classified satellite work, technical capabilities across all nine numbered scope elements, cross-contractor integration experience, and at least two past performance examples from the last five years with contract numbers and customer points of contact. Submit electronically to Contracting Officer Darren Fullo at darren.fullo@spaceforce.mil with subject line "Response to Sources Sought: DMSP Spacecraft Support - USSF/CFC/MD4/4STS." Information may be released to Odyssey Systems Consulting Group, Tecolote Research Inc, Booz Allen, and Alutiiq unless the respondent objects.
