About this opportunity

The Defense Health Agency is seeking commercial medical providers to partner in enhancing the readiness and lethality of the Military Health System through an Other Transaction Agreement. The agency requires innovative solutions to improve medical personnel training and clinical proficiency for large-scale combat operations, with specific focus on referral processes, electronic health record integration, billing system interoperability, provider credentialing, and sharing medical facility capacity. Interested vendors must submit a white paper of up to two pages or fifteen slides addressing the government's problem statement with viable and innovative approaches. The evaluation process will assess submissions based on two primary criteria: the viability of the proposed solution in addressing the identified problems and the innovativeness of the approach being presented. The submission deadline is October 10, 2025, at 3:00 PM CST, with all questions and responses directed to J.R. Oliver at j.r.oliver.civ@health.mil.

This opportunity does not utilize any set-aside designations and is open to all eligible commercial medical providers. No current contractors or incumbents are identified in the solicitation documentation, nor are specific award values or budget ranges disclosed at this time. The initial implementation will focus on the National Capital Region, specifically at Walter Reed National Military Medical Center in Bethesda, Maryland, though the agency seeks solutions that can be replicated across the broader Military Health System. Under the authority of 10 U.S.C. 4022(f)(2), a follow-on production contract or transaction may be awarded if participants successfully complete the prototype phase. The healthcare system must be capable of deploying, receiving casualties, and fully integrating with the private sector to optimize patient movement throughout both direct and purchased care systems.
