About this file

This is a Call for Solutions issued by the Defense Health Agency (DHA) to partner with commercial medical providers to enhance the readiness of the Military Health System (MHS). The document outlines a problem statement seeking innovative approaches to improve medical personnel training, clinical proficiency, and operational readiness through methods such as referral processes, electronic health record integration, billing system interoperability, provider credentialing, and sharing medical facility capacity.

Vendors are invited to submit a white paper of up to two pages or fifteen slides by October 10, 2025, at 3:00 PM CST to J.R. Oliver. The selection process will evaluate submissions based on two criteria: (a) viability of the proposed solution in addressing the government's problem statement, and (b) innovativeness of the approach. The DHA intends to award an Other Transaction Agreement, with the potential for a follow-on production contract if the prototype is successfully completed. The initial focus will be on the National Capital Region, specifically Walter Reed National Military Medical Center, but the agency seeks solutions that can be replicated across the MHS.

DEFENSE HEALTH AGENCY

7700 ARLINGTON BOULEVARD, SUITE 5101

FALLS CHURCH, VIRGINIA 22042-5101

CALL FOR SOLUTIONS

Pursuant to the authority of 10 U.S.C. §4022, the Defense Health Agency (DHA) intends to award an Other Transaction Agreement to partner with commercial medical providers to enhance the readiness of Military Health System (MHS). In accordance with 10 U.S.C. 4022(f)(2), a follow-on production contract or transaction may be awarded following the prototype if the participants in the transaction successfully complete the prototype.

Problem Statement

The Department of War MHS is responsible for ensuring that all medical personnel are trained and have the clinical proficiency needed for large-scale combat operations, individually, and as teams. This requires a healthcare system that is ready to deploy, ready to receive casualties, and can fully integrate with the private sector to optimize the movement of patients throughout the direct and purchased care systems. Traditionally, the MHS has met this responsibility through direct care of MHS beneficiaries in our own Medical Treatment Facilities (MTFs) and through training and other agreements with civilian health systems. However, these agreements often only involved licensed providers and did not enhance the readiness of other non-credentialled members of the MHS healthcare team. Additionally, the MHS operates a robust Graduate Medical Education (GME) program feeding skilled providers into the MHS. This program requires a certain number and type of cases to maintain GME certifications. The DHA is seeking approaches or processes to more efficiently and effectively ensure the constant readiness of all of its medical providers though increased caseload. Caseload volume directly impacts readiness.

This can include a variety of concepts and processes encompassing solutions such as referral processes, integration of MHS and commercial electronic health records, billing processes and interoperability of billing systems, credentialling and privileging of commercial providers within DHA MTFs, sharing MHS excess medical facility capacity at Walter Reed National Military Medical Center (WRNMMC) with a commercial entity, determining liability coverage in mixed commercial/MHS settings, integrating teams of commercial and MHS medical providers, including medical residents, to provide enhanced access to complex medical cases to MHS medical providers, potentially encompassing entire MHS medical teams, and achieving increased access to medical care for MHS beneficiaries at DHA MTFs. DHA also has excess capacity in some MTFs and is seeking approaches to partner with civilian healthcare providers or organizations to use that excess capacity to enhance readiness and efficiently use more of its medical facility resources.

DHA encourages inventive solutions. Depending on the concepts and processes proposed, there will be a variety of inherent challenges. Along with a description of your proposed solution, please identify anticipated challenges and provide preliminary approaches to overcome the challenges. DHA anticipates first evaluating proposed concepts and processes applied in the

National Capital Region, specifically utilizing the WRNMMC. However, DHA seeks concepts and processes that are repeatable at other locations across the MHS.

Selection Process

Vendors shall submit a white paper detailing how the offeror would provide a solution to address the problems areas identified by DHA.

The Government team will assess each vendor’s solution during the first phase on the basis of merit against the criteria described below:

a) Viability of Solution: Assesses the degree to which the vendor’s proposed solution adequately addresses the Government’s problem statement.

b) Innovativeness: Assesses the degree to which the proposed solution provides innovative, unique, and/or under-utilized capabilities in Government application.

Based on the government’s assessment, a vendor or multiple vendors may be chosen to collaborate on an agreement with the Government. If the Government is unable to reach an agreement with the vendor(s), no agreement will be executed from this Call for Solutions. The Government reserves the right to conduct fact finding discussions and/or request additional information from vendors at any point during this process.

Submission Guidelines

White papers should not exceed two (2) written pages. Alternatively, white papers may take the form of briefing slides which should not exceed fifteen (15) slides. The page limits are not requirements, but strong recommendations. The Government is not providing detailed limitations on formatting (such as margins, font size, etc.), but companies are reminded that the Government may take into account whether the content is easily readable and provides a good user experience as part of their review.

Vendors shall email the white paper to J.R. Oliver (j.r.oliver.civ@health.mil) no later than October 10, 2025, at 3:00 PM Central Standard Time.

If you have any questions pertaining to this Call for Solutions, please contact the undersigned at j.r.oliver.civ@health.mil.
