About this opportunity

The Defense Finance and Accounting Service (DFAS) is seeking sources, capability statements, and cost estimates to support the Defense Debt Management System (DDMS) Technical Refresh/Cloud Host requirement. The ideal provider will have experience and expertise in areas such as analysis, implementation, requirements analysis, system development, data migration, testing, production deployment, training, and post-implementation support. The key objectives are to convert the legacy DDMS system, which is currently written in COBOL and hosted on a mainframe, to a modern, cloud-hosted system using a common, supported, and secure software platform. Respondents are requested to provide feedback on the draft Performance Work Statement and high-level pricing estimates. Responses are due by 12 PM ET on November 15, 2024.

This is a pre-solicitation notice, not a formal solicitation, and there is no set-aside designation. The total price for the DDMS Technical Refresh is $10,000.00, covering a base period of 12 months and one 12-month option year. The labor categories include Application Developer (Master and Senior), Program Manager, Senior System Engineer, Senior Architect, Managing Security Consultant, Cloud Architect, Database Administrator, Training Specialist, and Testers, with an additional line item for travel costs.
