About this opportunity
The National Park Service Pacific West Region is seeking a contractor to perform deep cleaning services for the Baker-Barry Tunnel located in the Golden Gate National Recreation Area in Sausalito, California. The comprehensive cleaning project involves pressure washing approximately 43,000 square feet of tunnel walls and ceiling using hot water between 180-200 degrees Fahrenheit, removing mineral deposits, cleaning approximately 130 weep holes, and removing graffiti. Work must be conducted during nighttime hours from 10 pm to 6 am over no more than five consecutive calendar days, with strict traffic control measures implemented to allow westbound traffic through the tunnel while eastbound traffic is detoured. The evaluation will be based on technical capability/relevant experience, past performance, and price, with award made to the offeror providing the best value to the government under FAR Part 13 procedures. Quotation submissions are due by July 22, 2025, at 10:00 am PDT, with a site visit scheduled for July 11, 2025, at 9:00 am PDT.
This procurement is designated as a total small business set-aside under NAICS code 561990 (All Other Support Services) with a size standard of $16.5 million. The contract period of performance is scheduled for August 4-31, 2025, and will result in a firm-fixed price purchase order. Two companies attended the site visit on July 11, 2025: Water Works (represented by CEO Russell Grassi) and Elite Power Washing, Inc. (represented by CEO Mike Hernandez). The work location is in Marin County, California, specifically at the tunnel entrance accessible via U.S. 101/Alexander Ave exit ramp and Bunker Road intersection. Amendment 0001 was issued on June 30, 2025, adding only a Site Visit Sign-In Sheet attachment with no other changes to the original solicitation requirements.
