About this opportunity
The Department of Agriculture Agricultural Research Service seeks quotations for decommissioning and removal of a lift at its Dairy Forage Research Center in Prairie du Sac, Wisconsin, with proposals due July 31, 2026 and questions due July 7, 2026. The procurement is a Total Small Business Set-Aside with a $19.0 million size standard.
Performance spans August 17 through October 30, 2026. The contractor must begin work within 7 days of notice to proceed and complete it within 60 days thereafter. Work is performed during normal business hours (7:00 am–5:00 pm, Monday–Friday, excluding federal holidays) at the Prairie du Sac facility.
The scope includes complete removal of a non-functioning Weaver EC105B/106B Twin Post Heavy Duty Lift; soil testing for petroleum hydrocarbons and related contaminants using EPA analytical methods (8015, 8260, 8270) via an accredited environmental testing laboratory; backfilling with suitable compacted material and rebar reinforcement; and installation of new heavy-duty rated concrete flooring matching the existing shop floor finish. If soil contamination is discovered, remediation will be handled separately via contract modification. The contractor must submit a site-specific demolition plan, acquire Wisconsin Department of Safety & Professional Services permits, execute straight saw cuts, properly dispose of used oil per federal and state requirements, and provide a final recycling content report documenting material recycling.
The site superintendent must demonstrate prior experience removing underground lifts. Award is on a lowest price technically acceptable basis; technical acceptability requires a sound approach, three references from similar projects within the past three years, and acceptable or neutral past performance. This is a combined synopsis/solicitation for commercial items under FAR Part 12, issued as RFQ 1232SA26Q0693. Sealed offers in one original copy are required. Amendment 01, effective July 14, posted responses to all requests for information. Prevailing wage rates apply per Wisconsin wage determination WI20260011. Prices must remain firm for 90 calendar days from the offer deadline.

Solicitation is amended to post the responses to all requests for informaiton (RFIs) received by the RFI deadline. All other terms and conditions remain unchanged.
Acknowledgement of amendment is requied with quote submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238110. The small business size standard is $19.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Organized site visits have been scheduled for June 30, 2026 at 1:00 PM Central Daylight Time (CDT) and July 1, 2026 at 9:00 AM CDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by June 29, 2026 at 4:00 PM CDT with the name(s) of attendee(s), company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance.
The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.
All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than July 7, 2026 at 4:00 PM CDT. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.
