About this opportunity
The Department of the Navy Naval Supply Systems Command seeks declassification support services for the Joint Staff Declassification Branch across six review types—Automatic Declassification, FOIA, Mandatory Declassification Review, Security Review, Foreign Relations of the United States, and Special Review Requests—with sealed offers due July 10, 2026 at 9:00 AM local time. This is a SeaPort NxG IDIQ task order limited to prime contract holders under that vehicle.
Place of performance includes the Pentagon, the National Archives and Records Administration in College Park, Maryland, and other National Capital Region locations within 30 miles of the Pentagon. All contractor personnel require active Top Secret clearance with Sensitive Compartmented Information eligibility based on a Single Scope Background Investigation completed within the past five years. The contractor must maintain a Top Secret Facility Clearance accredited for SCI storage, with Amendment 01 requiring offerors to confirm their TS/SCI facility is located within 30 miles of the Pentagon.
The contract spans a 12-month base period (July 25, 2026 through January 24, 2027) with four 12-month option periods and one 6-month option period, extending through January 24, 2032. Staffing includes one on-site project manager, one administrative support specialist, one NARA support analyst, and a minimum of four senior analysts. Annual production requirements include approximately 560,000 pages of automatic declassification reviews, 420 FOIA cases, 200 Mandatory Declassification Review cases, 100 FRUS cases, and 60 Security Review cases, with monthly referral processing of 300,000 pages. The government may increase funding by up to 30 percent through surge CLINs.
Award uses a two-step fair opportunity process under FAR 16.505(b). Step One submissions are due June 15, 2026 and require a maximum two-page description of relevant experience and attestation of SeaPort status and Top Secret FCL. Viable competitors proceed to Step Two for technical and price quotes evaluated on Management Approach and Past Performance (equal weight, both more important than Price). NAICS code is 541330, Engineering Services; PSC is R408.
