About this file
This is a Questions and Answers document for federal contract opportunity N0018926RD012. The document addresses clarifications regarding contract performance periods, workload specifications, submission formatting requirements, and personnel disclosure obligations for prospective contractors.
Key details include: the Period of Performance (POP) begins July 25, 2026, with Option V corrected to run from July 25, 2031 through January 24, 2032. The government confirmed that box totals for automatic declassification review (ADR) of Joint Staff collections (IED 2003-2007) represent the total ADR workload of 98-238 boxes per year, with standard federal records center boxes measuring 1 cubic foot each and containing an average of 2,100 pages per box. No existing training program is available for contractor utilization. The government uses Adobe software for FOIA redactions. Submission requirements specify that the Cover Sheet and Table of Contents each have a 1-page limit (2 pages total), tables and graphics cannot use smaller font sizes, and Past Performance forms must use the margins provided on the government-supplied template. The document clarifies that "quoter" refers only to the prime contractor; subcontractors and third-party consultants must be disclosed on a certificate if their personnel participated in writing or formulating the quote. No minimum storage capacity is mandated for TS/SCI facilities, as contractors may store collections as needed throughout the contract term.

N0018926RD012 Q&A
Question Government Response
The document states the POP starts on July 25, 2026; is this still the expected POP start date?
Yes.
Is the provided schedule for automatic declassification of collections in the custody of Joint Staff (IED 2003-2007) subject to increase or are these box totals assumed to be the total ADR workload?
These box totals are assumed to be the total
ADR workload. Stating the schedule for automatic declassification collections in this manner will prevent us from asking the contractor to absorb arbitrary collections we find.
Is there already a training currently in place that can be utilized and updated?
No.
What software do you use to perform FOIA redactions?
Adobe.
Will the government confirm the POP for Option V? PWS is showing Option V (FAR 52.217-8): 25 July 2031 – 24 Jan 2031.
Per the Solicitation File, can the government confirm the POP should go through 2032. POP: 25 Jul 2031 To 24 Jan 2032
The PoP for Option V has been corrected from “25 July 2031 – 24 Jan 2031” to “25
Jul 2031 - 24 Jan 2032”.
What is the minimum storage capacity required for the contractor's TS/SCI facility to accommodate ADR record boxes?
Based on the schedule (98-238 boxes per year), what is the expected box size/volume?
The government does not require a specific number of boxes be stored at a specific time.
Contractor could store a single container or every collection for the life of the contract at once. The boxes are standard federal records center boxes, 1 cubic foot each. JS boxes contain an average of 2,100 pages per box.
Will the Government allow a smaller font size for tables and graphics?
No.
Will the Government clarify the page limits for the Cover Page and TOC. Is the TOC (1 page limit) and Cover Sheet (1 page limit) for 2 total pages or is the Cover Sheet/TOC combined limited to 1 page total?
TOC (1 page limit) and Cover Sheet (1 page limit) for 2 total pages.
Regarding the following instruction: "In the event any person who is not a bona fide employee of the quoter participated in the creation, formulation, or writing of any portion of the quote, a certificate to this effect shall be included in the quote which shall be signed by an officer of the quoter. Such certificate shall identify the name of the person who is not a bona fide employee, that person's employment capacity, the name of the person's firm, the relationship of that firm to the quoter, and the portion of the quote in which the person participated."
Will the Government please confirm if any and all teammates or subs included in our bid must be included in the list? Or are they part of the “quoter” in this case as a bona fide employee of a
The term "quoter" refers to the prime contractor. Subcontractors and 3rd-party consultants are not bona fide employees of the quoter. If any of their personnel assisted in writing or formulating your quote, they must be disclosed on the certificate.
company on our team? Is this merely looking for any 3rd party support?
Regarding the following instruction: "Each 'page' is defined as one sheet, 8 1/2 " x 11", with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times
New Roman" style with 12 point font)." in conjunction with the
Past Performance Form which has the following instruction "The one exception to the font size requirement shown above is that the past performance information form," including any continuation sheets, may be completed with a point size of 10 or greater." And further down “The quoter should complete a "Past
Performance Information Form" for each reference submitted. “
The instructions for past performance form have no mention of margins.
Given that form is to be included as part of Volume I submission, will the Government please confirm the past performance form
(government provided and to be included in page count and as part of volume I) should have 1” margins or should we use the margins on the form? Currently the Past performance form template extends into the margins (if using 1”). Or does the
Government expect PP forms to be submitted as separate document maintaining the form format in entirety?
Use the margins on the provided Past
Performance form.
