About this opportunity
The Office of Biomedical Advanced Research and Development Authority (BARDA) within the U.S. Department of Health and Human Services is seeking to establish partnerships with organizations that provide decentralized healthcare services, such as retail pharmacies, telemedicine, and mobile health clinics, or with Clinical Research Organizations that have decentralized capabilities. The goal is to build a strong decentralized clinical research capability through the Decentralized Clinical Operations for Healthcare and Research (D-COHRe) program to support medical countermeasure development, especially during public health emergencies. Key contract requirements include demonstrating expertise in executing decentralized clinical trials and access to diverse patient populations across the U.S. BARDA anticipates issuing multiple agreements under this solicitation, with an initial funding of up to $2 million per agreement and a 5-year base period of performance. Proposals will be evaluated based on factors such as technical approach, management and key personnel, and past performance.
There is no set-aside designation for this opportunity. BARDA has not indicated any potential incumbents or current contractors. The total ceiling for all awards is up to $100 million, and the place of performance is expected to be across the United States to reach diverse patient populations. The solicitation has been amended multiple times, with the latest amendment extending the proposal due date to December 9, 2024.
