Relevant Questions, Debriefing Requests:
As previously indicated, the following common, relevant questions are provided. FSA is not providing the names of individual evaluators or information deemed "source selection information" in accordance with FAR 2,101.
1. How were proposals evaluated?
RESPONSE: Proposals were evaluated in accordance with the solicitation and Source Selection Plan.
2. Were proposals ranked?
RESPONSE: No.
3. Were responsibility determinations made?
RESPONSE: Responsibility determinations were only made of offerors whose proposals were deemed to be among the most advantageous to the Government.
4. What past performance information was considered?
RESPONSE: All relevant past performance information submitted and available to the evaluators was considered.
5. Were discussions or negotiations entered into?
RESPONSE: No.
6. Was prior participation in litigation considered in the award decision?
RESPONSE: No.
7. Was any Offeror permitted to revise its proposal after the proposal due date and prior to award?
RESPONSE: No.
8. What Department officials participated in the evaluation of proposals?
RESPONSE: Career technical staff of the Department of Education participated in the evaluation of proposals.
9. What Department official made the Source Selection Decision?
RESPONSE: The Source Selection Authority was a professional career staff member of the Federal Student Aid Acquisition's Office.
10. Did the Secretary participate in the evaluation or source selection decision?
RESPONSE: No.

The Department apologizes for the delays in providing the debriefing responses, and is working diligently to avoid any further delays that may be associated with a lapse in appropriations.
The Department anticipates responding to all debriefing requests not later than February 2, 2018..

The Government anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and Task Orders under NAICS code 561440 for default collection services. The resulting IDIQ awards will have a Base Ordering Period of five (5) years with a single, five (5) year Optional Ordering Period. To fund the work, the Government will issue task orders to one or more contractors throughout the Base and Optional Ordering Periods, with each task order having a one year period of performance.
Questions are due no later than 5:00PM Eastern Standard Time, 21 December 2015, using Attachment 4.
Offers should be received no later than 5:00PM Eastern Standard Time on 22 January 2016. The time of receipt is considered to be the time in which an email is received at the initial point of entry to the Department's infrastructure. (mpddcteam@ed.gov).
