About this opportunity
Naval Sea Systems Command, through Naval Surface Warfare Center Carderock Division, intends to solicit on a sole-source basis a structural assessment and cost-schedule estimate for an 18-foot diameter high-efficiency propeller design for DDG 51 Class ships, with quotes due by September 8, 2026 at 10:00 AM EST.
The procurement is restricted to sole source under simplified acquisition procedures; Fairbanks Morse Defense (Bird-Johnson Company), located at Walpole, Massachusetts, is the identified sole source. Competition is restricted based on proprietary hub designs and form-fit-function compatibility requirements; the vendor is the sole manufacturer of DDG 51 class propellers capable of analyzing hub compatibility with the government's new blade design.
The contractor must deliver two primary outputs: a structural assessment report evaluating finite element analyses of the existing 156-centimeter controllable pitch propeller hub under the new 18-foot blade design, due 120 days after award, and a cost-schedule estimate for manufacturing a ship-set of propeller blades, due 90 days after award. Analyses must cover full power ahead and full power turn operational conditions, evaluate impacts to blade bolts and hub components, and provide design modification recommendations. Government-furnished information includes blade geometry, hydrodynamic loads, and unsteady force tables, all controlled as unclassified information, Distribution D, Critical Technology.
Award will be firm fixed price FOB Destination to the responsible quoter offering the most advantageous technically acceptable quote, evaluated on Technical (pass/fail minimum requirements), Past Performance (via SPRS, SAM, FAPIIS), and Price. CMMC Level 1 certification is required. NAICS 541330, PSC R425. Questions deadline is July 23, 2026 at 12:00 PM EST.
Notice text
The Naval Surface Warfare Center, Carderock Division (NSWC CD) has developed an 18-foot diameter propeller that may provide improved fuel efficiency for the DDG 51 Class of ships. The 18-foot propeller is comprised of multiple blades that are mounted to an existing hub. Implementation of the 18-foot propeller will require validation that the existing DDG propeller hub is compatible with the loads generated by the new propeller. Additionally, a cost and schedule estimate for the drawing, engineering support and manufacture of a ship-set of blades of this design is being requested. This award is to be made on a Sole Source Basis.
