About this file
This is a Request to Restrict Competition memorandum from the Naval Surface Warfare Center, Carderock Division, dated June 22, 2026, for a sole source procurement under simplified acquisition threshold (SAT) procedures.
The Naval Surface Warfare Center, Carderock Division requires an 18-foot diameter propeller designed to improve fuel efficiency for DDG 51 Class ships. The propeller comprises multiple blades mounted to an existing hub and requires validation that the existing DDG propeller hub is compatible with loads generated by the new propeller. Additionally, engineering support and cost and schedule estimates for drawing, engineering support, and manufacture of a ship-set of blades are requested. The identified sole source is Fairbanks Morse Defense, located at 110 Norfolk Street, Walpole, MA 02081. Market research was conducted by Fairbanks Morse Defense Bird-Johnson Propeller Company, with contact Andrew Tierry (508.507.1378). The restriction to sole source is justified based on restrictive proprietary rights held by the prospective contractor and the requirement for compatible form, fit, and function with existing equipment. The vendor is the sole source manufacturer of DDG 51 class propellers and possesses proprietary hub designs that only they can analyze for compatibility with the government's propeller blades. The Contracting Officer approved the restriction to competition pursuant to FAR 12.102(a) on September 1, 2026.
