About this file
This is a Performance Work Statement (PWS) for the DDG 51 High-Efficiency Propeller 2026, issued by the Naval Surface Warfare Center, Carderock Division (NSWC CD). The procurement requires the contractor to conduct a structural assessment of an 18-foot diameter propeller developed by NSWC CD to determine compatibility with the existing DDG 51 Class propeller hub. The contractor must deliver two primary deliverables within specified timeframes: a structural assessment report containing finite element analyses evaluating the performance of the current 156-centimeter controllable pitch propeller hub under the new 18-foot blade design (CDRL A001, due 120 days after award), and a cost and schedule estimate for manufacturing a ship-set of propeller blades (CDRL A002, due 90 days after award). The analyses must evaluate two operational conditions—full power ahead and full power turn—and include comparative assessments against existing DDG 51 designs, evaluation of impacts to blade bolts and hub components, and recommendations for potential design modifications.
The Bird-Johnson Company is identified as the sole vendor capable of performing this structural analysis due to its proprietary hub design. The period of performance extends from day of award through 120 days after award. Government-furnished information includes the 2026 18-foot blade geometry in IGES format, hydrodynamic loads, and unsteady force tables. Security requirements specify that all government-furnished information will be controlled unclassified information, Distribution D, Critical Technology. The procurement assumes a 2028 contract award and requires the contractor to address integration into current production schedules and identify risk factors affecting cost and schedule estimates.

PERFORMANCE WORK STATEMENT (PWS)
DDG 51 High-Efficiency Propeller 2026
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center, Carderock Division (NSWC CD) has developed an 18-foot diameter propeller that may provide improved fuel efficiency for the DDG 51 Class of ships. The 18-foot propeller is comprised of multiple blades that are mounted to an existing hub. Implementation of the 18-foot propeller will require validation that the existing DDG propeller hub is compatible with the loads generated by the new propeller.
Additionally, a cost and schedule estimate for the drawing, engineering support and manufacture of a ship-set of blades of this design is being requested.
2.0 BACKGROUND: The DDG 51 class currently uses two 17-foot propeller designs (Flight I and ATD). A larger 18-foot propeller has been developed by NSWC CD to provide more efficient fuel operation of the DDGs. For cost effective implementation, the 18-foot propeller blades need to be mounted to the existing propeller hub, as replacing the existing hub would be cost prohibitive.
Analysis is required to verify the existing propeller hub is compatible with the loading conditions an 18-foot propeller would impose on the hub. The hubs used on the DDG 51 class are a proprietary design of the Bird-Johnson Company, making them the only vendor capable of performing this structural analysis.
3.0 OBJECTIVE:
3.1 The contractor shall provide:
• A structural assessment report containing finite element analyses to evaluate the structural performance of the current 156cm controllable pitch propeller hub with the notional 18-foot diameter DDG 51 propeller blade (Mod A) developed by NSWCCD in accordance to NAVSEA guidance [see 5.1]. Analyses conducted shall include the effect of unsteady forces for the following two conditions: (CDRL A001) o Full power ahead o Full power turn
The report shall include the following:
o Documentation of comparative analytical assessment for the 18-foot Mod A to
2025 results for DDG 51 ATD and the 2024 DDG 51 18-foot design generated by Rolls Royce Naval Marine.
o Evaluation and assessment of potential impacts to the design/ specification of blade bolts, crank pin rings and hub structural components o Recommendation for potential propeller blade design modifications that may reduce stresses in critical areas or improve fatigue life
3.2 The contractor shall provide:
• A cost and schedule estimate for the engineering efforts that would be required to manufacture a ship-set of either the 2024 18-foot design, or the 2026 18-foot Mod A design. The costs and schedule will include elements involved in Modeling, Drawing creation, Pattern procurement, Casting, Machining, Gages, Inspection, Shipping, and Installation support. This plan should assume a 2028 contract award and address how this contract could be integrated into their current production schedule. Risk factors in terms of the cost and schedule should be identified. (CDRL A002)
