About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis seeks catering services for the U.S. Army War College's National Security Seminar Resident Program and Departure Program events, with proposals due May 8, 2026 and questions due May 5. The procurement is a women-owned small business set-aside.
Place of performance is Carlisle Barracks, Pennsylvania and the Army Heritage Education Center in Carlisle, Pennsylvania. The contractor shall furnish all personnel, equipment, supplies, materials, supervision, and non-personal services necessary to deliver lunch and dinner meals for authorized guests at official functions hosted by the USAWC Commandant. Service dates span June 1–3 and June 22–24, 2026, with operating hours 0800 to 2100 Monday through Wednesday. Estimated headcounts range from 110 to 264 personnel per meal event. The solicitation contains 12 line items totaling 1,383 meal servings, priced on a firm fixed-price basis per meal unit. Period of performance runs June 1 through September 1, 2026.
The contractor must provide buffet-style hot lunches or sandwich/salad bar service with specified menus, accommodate special dietary requirements including food allergies, vegan, vegetarian, and kosher meals with ingredient labeling, and furnish food service displays, linens, real silverware or upscale plastic cutlery (as specified), plates, cups, glasses, napkins, and serving equipment. Required training deliverables include Anti-Terrorism Level I, OPSEC, and iWATCH training completed within 30 days of award. Final headcounts are due two days prior to each event. Performance is measured against a threshold of no more than seven customer complaints.
Evaluation uses Lowest Price Technically Acceptable procedures, weighting technical response (consistency with PWS requirements) and past performance (three current examples from the past three years for similar services, evaluated on business relations, quality, schedule, and customer satisfaction). Price is analyzed for reasonableness, completeness, and balance; unbalanced pricing is subject to FAR evaluation.

This is a non-personal services contract to provide catering service for the AY26 NSS-REP/NSS-DEP hosted by the USAWC Commandant. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform catering service for the lunches as defined in the attached PWS.
